Permanent Vice Chairman of the City People's Committee Duong Duc Tuan has just signed and issued Plan No. 325 dated December 3, 2025 on overcoming flooding in the city.
The plan aims to speed up the development progress and complete the drainage system according to the plan. Along with that, propose a number of solutions to resolve and remove difficulties and obstacles, focusing on solutions for investment in urgent projects to quickly overcome flooding during heavy rains due to the impact of climate change and unusual natural disasters.
Hanoi leaders requested to focus on immediately implementing key contents: For areas that have invested in a complete drainage system - To Lich River Basin: Focus on promoting the drainage efficiency of the existing system, bringing water as quickly as possible to drainage sources and focal pumping stations, ensuring rapid drainage with rainfall of 310mm/2 days and 70mm/h in the area that has been renovated according to the Hanoi drainage project.
For areas that have not been invested synchronously or have not been invested - Ta Nhue Basin, Huu Nhue Basin: Organize the implementation of a drainage system investment project using budget capital according to the provisions of the Law on Public Investment.
Focus on directing, inspecting and urging the City's Management Board of Investment Projects for Construction of Technical Infrastructure and Agriculture, the City's Departments, branches, People's Committees of communes and wards assigned by the City People's Committee to carry out investment preparation and investment in drainage projects, speeding up the completion of projects.
For urban areas: Strengthen the management and operation of drainage systems for urban areas in the city that are not yet complete or handed over, ensuring synchronous connection with the city's general drainage network, limiting flooding.
Control the illegal dumping of materials, waste, mud, construction land... causing congestion of drainage systems in urban areas and surrounding areas. Focus resources on completing the technical infrastructure system of the urban area including drainage systems, regulating lakes, etc.
Regarding specific solutions: For the work of maintaining and repairing the drainage system: Strengthen management, maintenance and repair of the drainage system; regularly maintain the system of culverts, drainage ditches, ditches, rivers and lakes to minimize flooding, overcome existing shortcomings in the system.
Coordinate with the People's Committees of communes, wards and related road and aquaculture management units to deploy synchronous solutions to drain water, ensure traffic safety and environmental sanitation.
Strengthen the protection of against encroachment on ponds and water surface areas to ensure landscape and serve urban drainage regulation; regularly maintain sewers, drainage ditches, ditches, rivers and lakes.
Strengthen forecasting, warning, and developing scenarios for specific situations during rain to respond promptly.
Complete the repair and maintenance of focal points (pumping stations, dams, culverts across dykes...) before the rainy season; continue to resolve local small flooding points and fix problems on the drainage system.
Reasonable operation of the Yen So, Bac Thang Long - Van Tri connecting cluster, regulating gates and main water pumping and drainage stations. Organize the implementation of on-duty work to resolve flooding incidents during heavy rain, minimize the level and time of flooding in the city; organize traffic flow during heavy rain.
Regarding emergency construction investment projects (before the rainy season 2026): Renovation to increase the capacity of some existing pumping stations, combined with the installation of some temporary pumping stations and renovating and constructing some new sewers and drainage ditches to solve flooding in areas along Thang Long Avenue;
Renovation of the downstream section of Kim Nguu connecting To Lich River with Yen So Pumping Station. Renovate, upgrade, and rebuild some drainage works to treat flooding in Resco, Ecohome, Tay Ho Tay urban areas, Diplomatic Corps, Ciputra, Vo Chi Cong, Long Bien, Dong Anh, Gia Lam areas.
Renovate the Thuy Phuong canal to urgently handle the water supply of To Lich river and strengthen the resolution of local flooding in the Resco, Ecohome, Diplomatic Corps, Tay Ho Tay, Ciputra and neighboring areas.
Renovation of the downstream section of Kim Nguu connecting To Lich River with Yen So Pumping Station. Dredging the main axis of the Nhue River from Lien Mac to Ring Road 4 (phase I).
Invest in the construction of a regulating lake (including: Ho Chem (9ha) in Dong Ngac ward; Co Nhue 1 (10ha), Co Nhue 2.1 (9.8ha), Thuy Phuong 2 (14.5ha), Lien Mac 1 (13ha) in Thuong Cat ward; Phu Do (31.5ha) in Tu Liem ward; Yen Nghia 2 (5ha), Yen Nghia 1 (20ha) in An commune (35ha) in Kien Hung ward.

In addition, implementing solutions on planning, plans, and projects: Reviewing and evaluating the adjustment of the Hanoi Capital drainage plan for the period of 2045, with a vision to 2065; establishing a plan for the elevation of the Hanoi Capital and drainage to 2045, with a vision to 2065.
Complete the Project to handle flooding in the inner city of Hanoi in the period of 2026-2030. Develop a plan for developing drainage and wastewater treatment infrastructure for the period 2026-2030.
