New opportunities, new challenges
Speaking at the opening of the forum, Senior Lieutenant Colonel Cong Thanh Thao said that the forum "Union members contribute ideas to build the Vietnam Trade Union in the new era" is a practical activity of the People's Public Security Trade Union towards the 14th Congress of the Vietnam Trade Union, responding to Workers' Month and Action Month on Occupational Safety and Health in 2026.

At the first discussion session with the theme "New Opportunities, New Challenges", Vice President of the Vietnam General Confederation of Labour Ngo Duy Hieu said that the Trade Union organization is facing opportunities and challenges in the new context. Regarding opportunities, the trade union has a basic foundation from the achievements after 40 years of renovation and development of the country; the Party and State issued many new guidelines and resolutions of strategic significance; the impact of science and technology brings many job benefits to workers along with the emergence of a generation of union members with new thinking and awareness of the times, history and requirements. Besides, there are challenges such as fluctuations from the world geopolitical situation affecting job opportunities and workers' incomes; the downside of technology that can replace human power and the increasingly strict requirements of workers...
We need to focus on changing thinking, clearly understanding the function of representing, protecting and caring for the rights of workers. It is necessary to focus on prioritizing personnel work and building a team that understands the profession, understands workers and understands the times, thereby changing thinking and changing actions in trade union work in the coming time," Mr. Ngo Duy Hieu said.
Sharing the same view, Major General Ngo Hoai Thu emphasized that trade unions at all levels in the People's Public Security Forces need to identify the priority as innovating thinking associated with human factors, setting challenges for each individual. Each trade union official must constantly improve their qualifications, promote dynamism and creativity to build action plans and innovation initiatives to streamline the apparatus while still ensuring effective operation.
Listening from the ground
At the second discussion session with the theme "Listening from the grassroots level", Ms. Ho Thi Kim Ngan - Deputy Head of the Labor Relations Department, VGCL said that the needs of workers today have changed a lot, requiring trade union organizations not only to care for the short term but also to aim for long-term and sustainable policies. In addition to activities to support workers in difficult circumstances, trade unions need to strengthen their participation in building policies related to safe employment, social housing, periodic health care and vocational training, especially digital technology skills for workers.

In the context of strong digital transformation, workers need to be equipped with more skills to adapt to changes in the labor market. This is not only a short-term solution but also a long-term orientation to ensure stable life and jobs for workers," Ms. Ngan emphasized.
Lieutenant Colonel Tran Xuan Lam - Head of the Trade Union Committee of the Department of Security Industry said that, from the practical experience at the grassroots level, it is proposed that the 14th Congress of the Vietnam Trade Union study and supplement appropriate mechanisms and policies to enhance the representative role of the trade union organization. In which, it is necessary to increase the initiative for grassroots trade unions, creating conditions for trade union officials to boldly speak out to protect the legitimate rights and interests of union members and workers.
Speaking at the closing of the forum, Senior Lieutenant Colonel Cong Thanh Thao summarized 5 key issues posed for the trade union organization in the coming time: Strongly innovate thinking, shift from administration to service, taking the actual needs of workers as the focus instead of movement; enhance the representative role, protecting the legitimate rights of union members in all environments; digital transformation is an inevitable and mandatory requirement; building a contingent of cadres is a key task, especially the ability to quickly adapt to the digital environment; innovate propaganda and emulation work in a modern direction, ensuring deep, widespread, close and more practical spread to the lives of union members.
