Clause 3, Article 2 of Circular No. 11/2024/TT-BYT stipulates specific standards and conditions for considering promotion of civil servants specializing in medicine, pharmacy, and population from Grade III to Grade II as follows:
Officials considered for promotion to the professional titles of Chief Doctor (grade II), Chief Preventive Medicine Doctor (grade II), Public Health Doctor (grade II), Chief Pharmacist (grade II), Nursing Grade II, Grade II Hygiene, Grade II Medical Technology, Grade II Nutrition, Grade II Population Member must meet general standards and conditions (stipulated in Clause 1, Article 2 of the Circular) and during the time holding the Grade III professional title, achieve one of the following achievements and results:
a) Be granted a level II Specialist's degree or a Doctorate in a field in accordance with the professional title standards for consideration for promotion;
b) Achieved the title of "Excellent Doctor", "People's Doctor";
c) Achieved the title of Emulation Fighter from the ministerial or provincial level or higher;
d) Awarded the Third Class Labor Medal or more;
d) Taking on at least 2 scientific and technological tasks at the grassroots level and this scientific and technological task must be accepted from the level of achievement or higher;
e) Taking on at least one science and technology task at the grassroots level and members participating in at least one science and technology task at the ministerial and provincial levels or higher and this science and technology task must be accepted from the above level;
g) Preside over at least 2 projects or instructions, technical procedures in the field of work from the grassroots level or higher or technical innovation initiatives issued by competent authorities;
h) Members participating in at least 2 projects or instructions, technical professional processes in the field of work issued by ministries and provinces.
