Therefore, it is necessary to strongly, keyly, effectively and efficiently innovate the leadership methods of the Trade Union organization.

Identifying the motivation for trade union development is of particular importance because it is directly related to goals, policies, and the use of resources... which have not been regularly and properly concerned.

In the current period, the driving force must become the driving force to promote and lead each trade union official, each union member, and each unit in the trade union system according to a planned goal to create breakthroughs in operation and innovation, becoming a widespread trade union movement.

For union members, the motivation is stimulated to change awareness and responsibility for trade union activities, excitement, passion, and dedication to the ideals of the Trade Union organization. For member units of the Trade Union organization, the motivation is formed from emulation movements, building typical examples, spreading widely from a narrow scope to larger collectives.

It is necessary to synchronously care for both material and spiritual motivation. Material motivation for union members is only promoted for a certain period of time, when union members realize that they want to gain benefits, they must strive and strive, such as bravely participating in collective bargaining on salaries, actively working creatively... But when union members feel that enjoying material benefits through the care activities of the Trade Union organization and businesses is as a matter of course, the meaning of motivation is no longer there. The spiritual motivation of union members is almost unlimited, such as promoting national spirit, professional conscience, the need to affirm oneself, aspiration to contribute, and valuation orientation, using the spreading effect to encourage, motivate, and motivate... through propaganda, mobilization and emulation - commendation.

However, spiritual motivation, if not accompanied by material motivation, easily leads to subjectivity, difficult to maintain for long, especially in the context of a socialist-oriented market economy. Therefore, flexible coordination between promoting material motivation and cultural - spiritual motivation is an requirement when building a dynamic system for development, so that in the life of a trade union official, the most beautiful time is the years of working in trade unions; so that union members are always satisfied with the benefit from trade union activities.

Resolutely overcome the situation of excuses

The important task of the Trade Union organization in the current context is to selectively inherit old motivations, find strong motivations for trade union development. After nearly 100 years of development, each period has main motivations, which are the motivation to liberate the working class associated with national liberation and reunification of the Fatherland; motivation to distribute benefits; motivation to care for...

Currently, the new motivation is to make the trade union strong from within, steadfast in the face of challenges, and increase attractiveness to workers is the companionship of trade union members, trade union officials and employers.

The spirit of superiors serving subordinates, trade union levels serving union members established at the XII Congress of the Vietnam Trade Union, term 2018-2023 to date is still valuable, and needs to be further promoted and focused on some essential areas with the effective support of science and technology. Provincial and city Labor Federations, especially localities with many trade union members and workers, need to build strong enough forces to protect legitimate rights to initiate lawsuits against enterprises violating trade union laws; discriminate against trade union officials and representatives of workers who sue to claim legitimate rights.

The VGCL focuses on investing in information technology infrastructure to serve trade union levels, basically releasing administrative tasks at grassroots trade unions and reaching out to the basic needs of trade union members such as: building accurate and leading information sources; providing information on salary data; warning about workers' jobs; warning about the impacts on workers in development, including labor safety issues.

Build a team of full-time trade union officials of the Provincial and City Labor Federations, central industry trade unions and equivalents to be more professional, close to workers, close to grassroots levels, a fulcrum for union members and the Executive Committee of grassroots trade unions. At the same time, improve the capacity to research and advise on the guidelines and policies of the Party, State, and Trade Union organizations in the form of medium-term programs and plans with specific goals, creating a clear change in living standards, living environment, and working environment of workers.

Strongly innovate the leadership and management methods of the Trade Union organization. Resolutely overcome the situation of covering up, doing things for others, trampling on subordinates to maximize the initiative for subordinates according to the principle: The main guiding documents of the VGCL are new issues and policies to create favorable conditions for trade union levels and focus on supervision, commendation, and replication of typical examples; the main guiding documents of the Provincial, City, Industry and Equal Trade Union Federations are comprehensive; minimizing indirect costs to increase beneficiaries in trade union activities; the real benefit needs of the majority of union members and joint implementation will become the decision to operate; only implement activities that are core tasks of the Trade Union organization; when deciding on a specific activity, answer the questions: how many union members are needed? Where is it needed? Resources for implementation? Time, implementation time? Which collective decides? What are the results achieved?

The new term, is it creating the image of the Workers' Trade Union organization: effectively paying attention to income, working environment, and promotion opportunities for workers; social security policies are strictly implemented; gradually adding new social welfare benefits; paying attention to social security for non-structural workers, new occupations from technology; social status - the contribution of the Trade Union organization and workers to social development is very clear.

The Trade Union has a major transformation when there is a harmony between the right new development direction and the demands of trade union members in labor relations and real life. Only courage to put aside substantive activities for the majority of trade union members; only bravery, intelligence and daring to venture into challenges is to perform with the highest responsibility to union members, generations of trade union officials and the history of the Vietnam Trade Union. It is these trade union officials who are imbued with the nature of the working class that will create a new image of the Vietnam Trade Union.
