On February 25, leaders of the Khanh Hoa Provincial Labor Federation said that entering 2026, implementing the Resolution of the 1st Khanh Hoa Provincial Trade Union Congress, term 2025-2030, the Executive Committee of the Provincial Labor Federation has issued a breakthrough Program on "Application and promotion of comprehensive digital transformation in the entire Provincial Trade Union system".
With the goal of strongly innovating the organization, operating methods and improving the effectiveness of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers.
The program is built on the basis of thoroughly grasping the major policies of the Party, State and Trade Union organization. In which, it emphasizes the requirement that digital transformation must become a strategic task, both urgent and long-term.
The overarching goal is to change thinking, improve digital capacity for trade union officials; apply synchronous information technology, taking union members as the center.
Accordingly, 7 key targets are identified. Notably, the target is to strive for 100% of trade union full-time officials to be equipped with digital transformation knowledge; 100% of work files at the Provincial Labor Federation are processed on the network environment (except for confidential documents as prescribed); 100% of union members are updated with data on the union member management system.
In the field of communication, every year, at least 90% of communication materials of the Provincial Labor Federation and 80% of documents of grassroots trade unions are digitized and posted on electronic information pages, fan pages and official social networking platforms.
In particular, Khanh Hoa Trade Union will build its own Youtube channel to vividly reflect trade union activities through video clips, graphic information, and online lectures.
The program also aims to deploy the "paperless meeting room" model at the Provincial Labor Federation agency; organize online conferences when necessary; interlink trade union activity data systems from provincial to grassroots levels; apply digital signatures and document management software throughout the system.
In the task of representing and protecting union members' rights, trade union levels will strengthen online legal advice, collect workers' opinions via QR codes, and promote dialogue and collective bargaining on digital platforms.
The construction of electronic law bookshelves and forums connecting union members on social networks is also being promoted to promptly grasp the thoughts and aspirations of workers.
To ensure effectiveness, the Provincial Labor Federation assigned the Trade Union Affairs Committee to advise on specific implementation plans, propose human resources and funds, inspect, supervise, summarize, and promptly reward collectives and individuals with achievements. Grassroots-level trade unions and grassroots trade unions shall base on the actual situation to develop appropriate action plans.
According to Mr. Phan Thanh Liem - Chairman of the Khanh Hoa Provincial Labor Federation, promoting digital transformation is expected to create a breakthrough in administrative reform, improve the quality of trade union activities, and contribute to building a professional and modern Khanh Hoa Trade Union organization, meeting the requirements in the new situation.
