2025 is of special significance to the country. This is the final year of implementing the 5-year socio-economic development plan 2021-2025, a year of acceleration, breakthrough, and reaching the finish line; well prepare the foundational factors to successfully implement the 10-year strategy 2021-2030. This is also the year of many important events of the country, towards the 14th National Party Congress, opening a new era - the era of rising up, developing richly, civilizedly, and prosperously for the nation.
The Government sets a GDP growth target of 8.3-8.5% by the end of 2025, in order to create a solid foundation to achieve double-digit growth in the period of 2026-2030.
To achieve this goal, total social investment capital needs to be at least 174 billion USD, the growth rate of the enterprise sector must reach at least 2 digits.
To successfully implement the set socio-economic development goals and tasks, we must change our thinking, awareness, vision and resolutely act, unleashing all motivations for national development.
Proactively and actively create and serve people and businesses
The Party, National Assembly and Government have issued many important decisions to unlock resources and create favorable conditions to promote rapid and sustainable economic growth. In particular, the Government is committed to always standing side by side with the business community, ready to support in removing difficulties and obstacles to facilitate production, business and investment activities.
Politburo member and Prime Minister Pham Minh Chinh regularly emphasizes the important message that the Party and State always pay special attention to, support, and create favorable conditions for the business community and entrepreneurs to develop sustainably.
Accordingly, focus on building and perfecting institutions and laws, creating a favorable environment to attract investment, developing production and business; ensuring that businesses in all economic sectors are treated fairly and equally. Issue many laws, mechanisms and policies for business and entrepreneur development. Promote decentralization and delegation of authority; reduce administrative procedures; reduce inconvenience and harassment; reduce compliance costs for businesses.
Remove difficulties for production and business, remove all barriers for businesses and entrepreneurs; promote public-private cooperation between the domestic and foreign countries. Training and developing high-quality human resources with outstanding remuneration policies to attract talent, especially in high-tech fields and new industries, creating momentum to strongly promote the development of businesses and entrepreneurs.
Promote the development of strategic infrastructure such as transportation infrastructure, energy, telecommunications, digital infrastructure, etc., contributing to reducing input costs for products, increasing labor productivity, and competitiveness in the market.
Prioritize and support large enterprises, pioneering in leading a number of key and important sectors and fields; encourage and support enterprises to reach international markets and build international brands. Support small enterprises to become large enterprises, large enterprises to become larger enterprises, participate in the global value chain and become multinational enterprises.
The Prime Minister said that we aim to have about 2 million enterprises, contributing 55-58% of GDP, creating jobs for 84-85% of the workforce by 2030; increase labor productivity by 8.5-9.5%/year; by 2045, have at least 3 million enterprises, contributing over 60% of GDP, having international competitiveness, participating deeply in the global value chain.
The head of the Government requested to continue to innovate development thinking, unify awareness of the position and role of businesses and entrepreneurs as pioneers, brave and resilient soldiers on the business and economic front; create high consensus in society and take strong actions to support business development. Focus on reviewing and perfecting institutions and laws, creating a favorable investment and business environment for the business community and investors. The spirit is to quickly change the state from "focus on management - if you can't manage, then ban" to the state of "actively and actively creating and serving people and businesses".
Emphasizing the three strategic breakthroughs in the direction of "open institutions - smooth infrastructure - smart entrepreneurs", the Prime Minister called on the Vietnamese business community and entrepreneurs to unite, join hands, be unanimous, and accompany the Government, all levels, sectors, and localities to strive to continue the glorious history of Vietnam's 80 years of enterprises - all for the goal of building a strong, prosperous Vietnam, with a prosperous and happy life for the people.
At the high-level dialogue session of the Vietnam Private Economy Forum 2025 on the afternoon of September 16, the Prime Minister presented 16 words "Pride - Love for the country - Intelligence - Humanity - ethics - Association - Development - Breakthrough" and affirmed: "The Government accompanies, ministries innovate, smooth infrastructure, institutions create, pioneering enterprises, Vietnam develop".
The head of the Government hopes that the business community in general and private enterprises in particular will continue to accompany the Party, State, and people in the spirit of working together, enjoying together, and being proud of Vietnamese values.
It can be seen that the future of the Vietnamese business community is very promising but also full of challenges. advances in new technology, along with the constantly improving business environment, will create new opportunities for businesses to develop. The business sector will play an important role in the prosperity of the country as General Secretary To Lam affirmed: "Whether our country can become a developed industrial country with high income by 2045 or not depends on the burden of the current and future business community".
