Since the beginning of the year, Gia Lai Social Insurance has promoted the expansion of social insurance coverage, health insurance (HI), reformed administrative procedures and increased the application of information technology... contributing significantly to ensuring social security in the area. These efforts have been recognized and highly appreciated by the Provincial People's Committee.
However, this work still has some shortcomings such as: the rate of voluntary social insurance participants has not met the target; the coordination between departments, branches and localities is still not synchronous; the situation of arrears and evasion of insurance payment still occurs in many enterprises.
By the end of September 2025, the whole province had 602 employers who were late in paying social insurance, health insurance, unemployment insurance, occupational accident and disease insurance for 6 months or more.
Most of the units that are late in paying are companies and enterprises, directly affecting the rights of 4,227 employees, with a total debt of more than 140 billion VND.
Among these, many businesses owe large sums of money, lasting for many months, even many years, such as: 47 Construction Joint Stock Company is late in paying more than 10 billion VND with 790 employees, 10 months in debt; FLC Quy Nhon Golf and Resort Joint Stock Company is late in paying more than 28.8 billion VND with 327 employees, 40 months in debt; Bamboo Airways Joint Stock Company is late in paying more than 32 billion VND with 924 employees, 18 months in debt; 504 Joint Stock Company is late in paying more than 14 billion VND with 5 employees, and owes up to 176 months. The remaining units were late in paying with amounts ranging from a few tens of millions of VND to a few billion VND.
Faced with the above situation, the People's Committee of Gia Lai province requested the provincial Social Insurance to urgently deploy solutions to limit the situation of evasion and arrears of social insurance and health insurance in enterprises; at the same time, study plans to increase the number of social insurance and health insurance participants in a sustainable way.
Together with departments, branches and localities, organize dialogues and mobilize businesses to strictly implement social insurance and unemployment insurance policies for employees.
Strengthen inspection and examination, especially surprise inspections of units capable of debt collection; collection agents, medical examination and treatment facilities with signs of violations.
The Provincial People's Committee also assigned the Department of Home Affairs to coordinate with the Provincial Social Insurance to inspect the implementation of insurance policies at employers and enterprises, ensuring that 100% of employees are covered by social insurance and health insurance; strictly handle organizations and individuals who do not pay, are late in paying, or have outstanding social insurance and health insurance.
The leader of Gia Lai Social Insurance said that in addition to urging and reminding employers who owe insurance, the agency will lock the validity of health insurance cards for employees at these units and enterprises.
"This puts pressure on workers, forcing businesses to pay social insurance so that they can continue to use health insurance cards when examining and treating patients," he said.
According to the leader of Gia Lai Social Insurance, in the coming time, the agency will coordinate with the Provincial Police and the Tax Department to work with enterprises that owe insurance, requiring these units to commit to fulfilling their social insurance payment obligations. In case of non-compliance, the competent authority will take the steps to handle the case according to the provisions of the Penal Code.
