In 2025, the work of taking care of people's health and ensuring social security in Gia Lai province will achieve many positive changes.
Departments, branches, sectors and localities have actively promoted and mobilized people to participate in social insurance (SI) and health insurance (HI), contributing to raising people's awareness of policies and benefits when participating in insurance.
However, the implementation of social insurance and health insurance policies still has many limitations and challenges. By the end of November 2025, the whole province has 15/135 communes and wards completing the target of developing people participating in voluntary social insurance; 67/135 communes and wards have completed the target of developing people participating in health insurance.
Non-professional groups of people in villages, hamlets, and residential groups have not been made a list of people participating in compulsory social insurance; security forces at the grassroots level have not actively participated in voluntary social insurance and health insurance.
The situation of late payment of social insurance and health insurance still occurs in units and enterprises, affecting the rights of employees. Although the Steering Committee for the implementation of social insurance and health insurance policies at both levels has actively directed, in some places there is still confusion; the development of voluntary social insurance and health insurance participants is facing many difficulties.
In the face of the above situation, Ms. Nguyen Thi Thanh Lich - Vice Chairman of the Gia Lai Provincial People's Committee - requested departments, branches, units and localities to thoroughly grasp the role of insurance policies, identify this as an important political task, contribute to the implementation of social security policies, ensure progress and social justice; rectify and overcome shortcomings and problems.
Coordinate with the Provincial Federation of Labor, Provincial Police, Tax authorities... to ensure the rights of employees in implementing social insurance and health insurance policies; strengthen inspection and examination, especially surprise inspection of enterprises that are late in paying social insurance and health insurance, strictly handle violating units.
The Department of Home Affairs is assigned to review and synthesize state budget funds paid and support for social insurance, health insurance, and unemployment insurance for subjects under its management, and promptly transfer them to the Social Insurance agency to ensure the rights of the people.
Coordinate with the provincial Social Insurance and related sectors to strengthen inspection and examination of units and enterprises that employ workers, ensuring that 100% of employees are covered by social insurance and health insurance; strictly handle organizations and individuals who do not pay, are late in paying, or have outstanding social insurance and health insurance.
Previously, as Lao Dong reported, by the end of October 2025, in Gia Lai province, there were 375 employers who were late in paying social insurance, health insurance, unemployment insurance, occupational accident and disease insurance for 6 months or more, with a total debt of more than 127 billion VND, affecting the rights of 3,712 employees.
Many businesses owe large sums of money, lasting for many months, even many years such as: FLC Quy Nhon Golf and Resort Joint Stock Company is 28.4 billion VND late with 326 employees, due for 40 months; Bamboo Airways Joint Stock Company is 34.8 billion VND late with 925 employees, 19 months behind; Joint Stock Company 504 is 14 billion VND late with 5 employees, due for up to 174 months (14.5 years); 47 Construction Joint Stock Company is 7.4 billion VND late with 786 employees, 7 months behind...
Statistics from May to October 2025, the number of units and enterprises that are 6 months or more late in paying insurance tend to decrease over the months.
However, enterprises such as Construction Joint Stock Company 47, FLC Quy Nhon Golf and Resort Joint Stock Company, Bamboo Aviation Joint Stock Company and Joint Stock Company 504 have long-term insurance arrears, seriously affecting the rights of employees.
In this situation, the leader of Gia Lai Social Insurance said that he will coordinate with the Provincial Police and the Tax Department to work with enterprises that owe social insurance, requiring these units to commit to fulfilling their social insurance payment obligations. In case of non-compliance, the competent authority will take the steps to handle the case according to the provisions of the Penal Code.
