A source from Ho Chi Minh City Social Insurance said that currently in Ho Chi Minh City, there are 161,050 enterprises participating in social insurance and unemployment insurance (UI) for nearly 3.7 million employees.
Statistics from the Ho Chi Minh City Social Insurance sector show that by the end of September 2025, there were 22,421 enterprises that were late in paying social insurance and unemployment insurance for 107,020 employees for 3 months or more.
The vast majority of these enterprises are small enterprises with a small number of employees, many of which only have 1 employee.

Ho Chi Minh City Social Insurance also said that in recent years, this agency has issued 138 decisions to sanction administrative violations against enterprises that are late in paying social insurance, health insurance, and unemployment insurance. At the same time, it also advised the Chairman of the Ho Chi Minh City People's Committee to issue 203 decisions to fine enterprises for late payment of social insurance, health insurance, and unemployment insurance with an amount of over 30.1 billion VND.
The total amount of fines imposed on enterprises for administrative violations is about 34 billion VND and 172 enterprises have complied with the decision to sanction administrative violations with a total fine payment of more than 14.6 billion VND.
