Expanding policies, labor market
Currently, in Cà Mau province, laborers (LĐ) going to work abroad under contract are supported with non-refundable initial costs of up to VND 13.8 million per laborer (LĐ) and a loan to cover exit costs not exceeding VND 110 million per LĐ. The support policy for LĐ under Resolution No. 21/2019/NQ-HĐND dated December 6, 2019, of the Cà Mau People's Council has helped LĐ reduce the burden of costs for LĐ with difficult circumstances... thereby attracting nearly 2,000 LĐ to work.
Mr. Nguyễn Quốc Thanh - Director of the Department of Labor, Invalids and Social Affairs (LĐTBXH) of Cà Mau province - said that in the coming time, the province will focus on developing the labor market towards sustainable employment, establishing principles for the use and management of labor in line with the development of the market, building a harmonious, stable, and progressive relationship.
"Cà Mau province will push forward the development of human resources, especially high-quality human resources, focusing on modernizing education, improving the quality of training to meet the requirements for development in the context of deep international integration" - Mr. Thanh said.
In Vĩnh Long province, on average, over 1,100 LĐ are sent abroad to work each year, with a breakthrough in 2023 of sending 1,706 LĐ to Japan, South Korea, Taiwan (China)...
"Businesses operating labor export services will continue to implement solutions to advise and guide LĐ, equip them with skills, professional skills, foreign languages, and necessary skills. This will help prepare conditions for career development after the contract expires" - Ms. Huỳnh Thị Mỹ Hà, Deputy Director of the Department of Labor, Invalids and Social Affairs of Vĩnh Long province, said.
Need for coordinated cooperation
At the workshop, Ms. Yamada Rei - representative of the Japan International Cooperation Agency (JICA) in Vietnam - also provided information on the project to support labor information connectivity for Vietnamese laborers working abroad under contract (Project implemented by DOLAB & JICA). For this project, LĐ wishing to work abroad can view information on suitable jobs based on individual conditions and collect information on sending organizations posting job information.
"LĐ can also view announcements and guidelines from DOLAB related to working abroad on this system, search for opportunities for themselves and their families" - Ms. Yamada Rei said.
Regarding the solution for investing in human resources for the future, Mr. Nguyễn Gia Liêm - senior expert, advisor to the Vietnam Association of Labor Export (XKLĐ) - noted that there is a need for coordinated cooperation between agencies, departments, and branches in building specific regulations and organizing the implementation of policies to encourage and support LĐ, labor export businesses, and vocational education establishments.
"We need to build and implement a plan to improve the quality of LĐ for specific industries, occupations, and jobs with high professional skills or advantages to occupy a market share of Vietnamese labor in foreign countries" - Mr. Khiêm suggested.
In his closing speech at the workshop, Mr. Phan Văn Thắng - Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council of Đồng Tháp - emphasized that the provincial Party Committee, People's Committee, and organizations will pay more attention to leading, directing, and coordinating the implementation of the task of disseminating and mobilizing LĐ to work abroad on a temporary basis in their respective localities.
"We will strengthen external relations, research, and survey to expand labor export markets, study directions towards labor markets of countries such as Australia, Germany, Canada, and Poland...; focus on thoroughly examining and selecting suitable job orders for LĐ. I believe that in the new period, the Program to send LĐ to work abroad under contract in the Mekong Delta region will make new progress and achieve better results" - Permanent Deputy Secretary of the Provincial Party Committee of Đồng Tháp emphasized.
On this occasion, the delegates recalled the 95th anniversary of the first issue of Labor Newspaper (August 14, 1929 - August 14, 2024). The collective of officials and reporters of Labor Newspaper in the Mekong Delta region received a Certificate of Merit from the Chairman of the Provincial People's Committee for their achievements in disseminating and promoting the image of the locality. The Chairman of the Provincial People's Committee of Sóc Trăng, An Giang, and the LĐLĐ of the provinces and cities in the Mekong Delta region also awarded many certificates of merit to the collective and individual reporters of Labor Newspaper.
