Most teachers expressed their appreciation for the local authorities' active involvement in handling the case. However, teachers hope to soon complete the signing of labor contracts to stabilize their jobs and lives.
Notably, the issue of social insurance, especially health insurance, is a major concern for many teachers. Some people are suffering from serious illnesses but have not been guaranteed insurance benefits due to interruptions in the process of settling benefits.
Responding to Lao Dong Newspaper, Mr. Nguyen Khac Hieu - Vice Chairman of Phu Tho Provincial People's Committee - said that immediately after the press's reflection, the province directed relevant departments and agencies to urgently handle it.
Accordingly, the Department of Home Affairs is assigned to preside over and coordinate with the Department of Education and Training and related units to work with the two schools, issue guidance to unify the plan for transferring and arranging personnel. At the same time, it is required to receive and arrange jobs for all teachers and employees, and clearly define the completion deadline.
Phu Tho Vocational College is responsible for receiving, arranging job positions, and consolidating titles for the team of officials, employees and workers of Song Hong Intermediate School immediately after the plan is agreed upon.
According to Mr. Nguyen Khac Hieu, to date, 29 personnel have been assigned jobs and started receiving salaries from April 1, 2026.
In the long term, the biggest difficulty currently is the payment of salaries and social insurance for the previous 20 months, in the context that Song Hong Intermediate School was once a fully autonomous unit.
Provincial leaders have assigned the Department of Finance to preside over and coordinate with the Department of Home Affairs, Department of Education and Training and Provincial Social Insurance to develop a plan to resolve regimes and policies for workers; advise on plans to pay salaries, allowances and related benefits.
Along with that, functional agencies are required to review and propose solutions in the direction most beneficial to workers, including the payment of salaries and social insurance for the 20-month period after the merger.
Currently, the province is still waiting for feedback from the Ministry of Construction to clarify the legal status of 29 personnel, thereby completing dossiers and definitively handling existing problems.
Provincial leaders emphasized that, in addition to ensuring the rights of workers, the case will also be reviewed and assessed the responsibilities of collectives and individuals related to the delays in the past time.
Previously, Lao Dong Newspaper had a series of articles reflecting the shortcomings at Song Hong Intermediate School. Accordingly, from September 2024, Phu Tho Provincial People's Committee issued Decision No. 1761/QD-UBND, accepting the original state of Song Hong Technical - Professional Intermediate School (Song Hong Intermediate School) from the Ministry of Construction to local management.
However, nearly 20 months after the time of receipt, 29 officials and teachers of the school have not been paid salaries and social insurance. One of the main reasons is that there is no clear conclusion from the Ministry of Construction about whether these personnel are civil servants or employees.
