Speaking at the workshop, Vice President of the Vietnam General Confederation of Labor Phan Van Anh said that the Better Jobs Program has been participated in by trade unions at all levels since 2009. After 15 years of implementation, from August 1, 2024, the Enterprise Improvement Committee (PICC) has been agreed by all parties not to be maintained and to be newly established.
However, in order for trade unions at all levels to continue participating in the program to bring better benefits to workers and improve the production and business efficiency of enterprises, the Vietnam General Confederation of Labor has drafted guidelines for trade unions at all levels to participate in the Better Jobs Program, which clearly stipulates the roles and responsibilities of Vietnamese trade unions at all levels when participating in the program.
At the workshop, many union officials said that in reality, in some enterprises, PICC has activities that overlap with the functions of the union organization and even has activities that deeply interfere with the activities of the union organization.
Some opinions suggested that there should be regulations on periodic assessment reports of the Better Jobs Program for enterprises, and that there should be a Vietnamese version (because currently this report is all in English) for employees to refer to, because this is directly related to the rights of employees and should be sent to the direct superior union for reference.
There should be a regulation that when the Better Jobs Program evaluates businesses, there must be an assessment of the businesses' debt to the union fund, because in reality, many businesses owe union funds, leading to an impact on the rights of employees. It is said that many businesses that have participated in the Better Jobs Program have dissolved the PICC.
Vice President of the Vietnam General Confederation of Labor Phan Van Anh said that he has taken note of the comments and contributions of union officials to develop detailed instructions to create the most favorable conditions for union levels to participate in the Better Jobs Program.
Support 22,216 "Union Shelters" for union members and workers
On the afternoon of November 14 of the same day, the Vietnam General Confederation of Labor held a conference to contribute comments to the draft Report on the 5-year review of the establishment, arrangement, and consolidation of the organization and operation of social funds and charity funds of trade union organizations, period 2019-2024.
The report at the conference said that from 2019 to now, 16 localities and units have reviewed, arranged, established funds and operated according to Decree No. 93/2019/ND-CP.
Particularly, the Golden Heart Social Charity Fund, established by the Vietnam General Confederation of Labor in 1996, has so far coordinated with 3 localities and units to open more branches of the Fund to care for and support union members and workers.
From 2019 to present, the total amount of money mobilized from social funds and charity funds of localities and units is over 1,235 billion VND, of which the Golden Heart Social Charity Fund mobilized nearly 988 billion VND; 2,216 union members and employees were supported with "Union Shelter" housing, over 32,600 union members and employees were supported when facing difficulties, occupational accidents, natural disasters, epidemics and over 358,000 union members and employees were supported when their children studied well and overcame difficulties...
Regarding social and charitable activities of localities and units that have not yet implemented Decree No. 93/2019/ND-CP, the total amount of money mobilized from 2019 to present is over 777 billion VND, supporting over 234,000 union members and employees with an amount of over 688 billion VND, including supporting "Union Shelter" housing for nearly 20,000 union members and employees with an amount of nearly 412 billion VND; supporting nearly 9,000 unions and employees who suffered from work accidents, natural disasters, storms and floods... with an amount of nearly 2.8 billion VND.
