The amendment and supplementation of a number of articles of the Health Insurance Law this time is to overcome shortcomings and problems, both to stabilize the Health Insurance Fund and to ensure maximum benefits for the people. Therefore, the opinions of the delegates are extremely important, so that the Provincial National Assembly Delegation can grasp and promptly reflect them to the National Assembly forum.
At the conference, delegates focused on giving opinions on a number of issues such as: Referral of treatment for health insurance patients; regulations on payment for emergency care outside the hospital; deadline for reporting health insurance payment; allowing students to choose to pay health insurance by school or by household; specific regulations on methods of providing health insurance information to patients...
In addition, it points out some difficulties and shortcomings in the implementation process; clearly defines the responsibilities of sectors in disseminating health insurance policies; adjusts relevant health insurance regulations according to the level of technical expertise in medical examination and treatment and promotes the role of grassroots health care in primary health care; and allocates and uses health insurance funds effectively.
Many delegates proposed to review the benefits of groups of subjects guaranteed by the state budget; requested a thorough and comprehensive assessment of the impact of expanding groups of subjects covered by the state budget, supported by contributions, and groups paid by employers; some shortcomings and problems regarding the responsibilities of relevant parties; transporting patients in emergency cases; and increasing reserve costs for medical examination and treatment.
Concluding the conference, Mr. Tran Dinh Gia - Deputy Head of the National Assembly Delegation of Ha Tinh province acknowledged and highly appreciated the practical, in-depth, responsible and practical comments of the delegates.
