According to Ms. Vu Thi Thanh Lieu - Deputy Director of Hanoi Employment Service Center, in 2023, 778 unemployed people registered to learn a trade; in 2024, 1,162 unemployed people registered to learn a trade. In the first 7 months of 2025 alone, 647 unemployed people registered to study at the Center, an increase of 23% over the same period last year.
To meet the needs of workers, the Employment Service Center has coordinated with 13 other vocational training institutions in Hanoi, providing more than 40 training majors. However, vocational training still faces many difficulties.
According to Ms. Lieu, although there have been decisions to support vocational training, many workers do not come to receive the decision or do not attend classes. In 2024, 1,162 people had vocational training decisions but 10% (110 people) did not come to receive them, and only more than 700 people actually attended the course.
In addition, the moderate drop out rate is also high. Of the participants, only about 60% have completed the course, the remaining 40% are unfinished. According to the Hanoi Employment Service Center, the reason workers drop out of school is because they can find a new job, be busy with family matters or return to their hometown. This causes difficulties in organizing classes and affects training costs.
In addition, a reality that exists is that workers go to school unevenly, lack discipline... causing difficulties in the training and management process of training institutions.
