According to the Department of Employment, in the first quarter of 2025, nearly 124,000 people nationwide have decided to receive unemployment benefits, but only more than 3,600 of these people choose to study a trade (accounting for about 2.9%)...
Vocational training for workers is one of the four groups of policies of unemployment insurance, helping workers improve their vocational skills and return to the labor market soon. However, in recent years, the rate of unemployed workers going to vocational training has been very low.
According to Mr. Tran Tuan Tu, Head of the Unemployment Insurance Department, Department of Employment (Ministry of Home Affairs), recently, the number of people who want to learn a trade has increased, but the number is not much. In 2024, nearly 24,000 people will be supported to learn a trade; in the first 6 months of 2025, about 10,000 people will be supported to learn a trade.
The vocational training policy in recent times has gradually supported workers in need, but only stopped at the level of vocational training support but has not yet ensured a certain output.
Adding the reason why workers are not enthusiastic about vocational training, Ms. Nguyen Thi Lan Huong - former Director of the Institute of Social Labor Science said that the majority of unemployed workers want to receive unemployment benefits to cover living expenses and maintain their lives. The vocational training policy also only supports tuition fees, there is no food support; many workers are far from vocational training centers, so traveling is also very difficult.
In addition, some training sectors are still limited and do not meet the needs of workers. Many workers are willing to drive motorbike taxis, wash dishes for hire, work as domestic helpers... but do not go to vocational training because they are afraid that it will be difficult to find a job after studying.
