Accordingly, the Hai Phong City Labor Federation proposed that departments, commune and ward trade unions, special zones and affiliated grassroots trade unions promote propaganda work among union members and workers about the meaning and importance of the election; content, methods, new regulations of the Law on Election of National Assembly Deputies and People's Council Deputies, the Law on Organization of the National Assembly, the Law on Organization of Local Government; standards for National Assembly deputies, People's Council deputies, election principles, election procedures; rights and obligations of citizens in elections. In which, propaganda forms need to be flexible, suitable to the living and working conditions of union members and workers such as through trade union activities, trade union group meetings, production meetings, unit information boards, internal communication systems, trade union fan pages, Zalo groups of groups and working departments; and at the same time expand propaganda in residential areas, workers' boarding houses and areas with high concentration of workers.
Trade union levels launched labor production emulation movements to celebrate the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026 - 2031 term, associated with improving labor productivity, ensuring product quality, labor safety and complying with labor discipline in enterprises. The City Labor Federation encourages units to organize peak emulation periods such as "High-productivity working week", "Safe - effective production shift", "Model production teams and lines", creating a lively emulation atmosphere among officials, union members, and workers towards election day.
Grassroots trade unions actively propagate and mobilize officials, union members, and workers to participate in the election. For units and businesses with employees working on election day (Sunday, March 15), grassroots trade unions proactively exchange with employers to arrange reasonable production plans, arrange appropriate time for employees to participate in voting. Research options for delaying, changing shifts, or arranging breaks for each group, prioritizing workers working night shifts or overtime, ensuring that employees fully exercise their rights and citizens' obligations.
For businesses with out-of-province workers, grassroots trade unions coordinate with employers to review and firmly grasp the number of voters who are union members and workers residing in boarding houses and worker accommodation areas; guide workers to check the registration of names in the voter list. For workers who have not registered permanent or temporary residence in the locality, provide information and guidance for workers to choose a suitable place to exercise their voting rights; in case of wishing to vote in their place of residence, coordinate guidance to contact local authorities to be registered in the voter list according to regulations, ensuring that union members and workers do not miss out on their voting rights.
Hai Phong City Labor Federation also directed units to proactively and regularly monitor and grasp the thoughts and public opinion of union members and workers related to the election. Along with that, promptly provide and disseminate official information about the election; proactively orient and explain issues that union members and workers are still concerned about; and at the same time detect and reflect false information, contributing to maintaining the stability of the situation in agencies, units, and businesses.
