The situation of late payment of social insurance and unemployment insurance is still high
The Culture - Social Committee of the Dong Nai Provincial People's Council has just announced the conclusion of monitoring the implementation of policies and laws on social insurance (SI) and unemployment insurance (UI) in the province.
As of August 31, 2025, the province has 22,502 units participating in social insurance and unemployment insurance, the number of people participating in compulsory social insurance is more than 1 million people, the number of people participating in unemployment insurance is more than 970,000 people and the number of people participating in voluntary social insurance is over 36,000 people.
According to the Culture - Social Committee of the Dong Nai Provincial People's Council, the rate of social insurance participants compared to the labor force reached 48.3%, 3.7% lower than the target set by the Provincial Party Committee and the Provincial People's Council.
The rate of people participating in unemployment insurance compared to the workforce reached 43.9%, 2.1% lower than the target of the Provincial Party Committee and the Provincial People's Council; the number of people participating in voluntary social insurance decreased by 13.6% compared to the end of 2024; reaching 51% of the plan assigned by Vietnam Social Insurance.
The situation of late payment of social insurance and unemployment insurance is still high, VND 1,011 billion and there are 598 units that are unable to recover (casset, dissolved, owner flies, missing) with the amount of late payment of VND 134 billion.
The rate of people introduced to jobs is still low out of the total number of unemployment beneficiaries of 629/39,423 (1.6%), down 68.3% over the same period in 2024.
The control of the employment situation of workers is not effective, there are still cases of workers receiving unemployment benefits and having jobs. According to the report, the total number of beneficiaries of unemployment benefits that must be recovered is 10,017, 8,362 people have been recovered with a budget of nearly 46 billion VND, while 1,655 people with more than 8.7 billion VND have not been recovered. At the same time, there is currently no specific document guiding the recovery process, leading to confusion in implementation.
Inspecting and handling enterprises that are late in paying or evade paying social insurance, health insurance, and unemployment insurance
From the above situation, the Department of Culture and Social Affairs of the People's Council of Dong Nai province recommends that Dong Nai Social Insurance organize flexible inspection and handling of enterprises that have not registered to pay, pay incompletely, are late in paying, or evade paying social insurance, health insurance, and unemployment insurance to promptly recover late payment, evasion of payment, and expenses that violate regulations on social insurance, health insurance, and unemployment insurance; resolutely handle and propose handling of violations, advise the Steering Committee to implement social insurance, health insurance, and unemployment insurance policies on solutions for each group of violations; prepare a file to propose prosecution according to the provisions of the Penal Code and relevant legal provisions for enterprises that have evaded social insurance, health insurance, and unemployment insurance.
At the same time, it is recommended that the Department of Home Affairs coordinate with the provincial Social Insurance and related units to strengthen inspection of compliance with the provisions of the law on social insurance and unemployment insurance; regularly review and handle according to regulations for enterprises that have not participated or have not fully participated in social insurance and unemployment insurance for employees...
Previously, on September 10, 11 and 16, 2025, the Supervisory Delegation of the Provincial People's Council's Culture - Social Affairs Committee conducted a survey and supervision of 4 units and enterprises: Ha My Joint Stock Company (Dong Phu commune), Provincial Employment Service Center, Department of Home Affairs, Provincial Social Insurance.
The Chairman of the Provincial People's Committee has directed and assigned the Department of Home Affairs, the Department of Finance, the Department of Science and Technology, the Department of Health, and the Provincial Social Insurance, according to their assigned functions and tasks, to study and propose the recommendations of the Department of Culture - Social Affairs and the Provincial People's Council, and organize implementation in accordance with regulations. For the content beyond the authority, report and advise the Provincial People's Committee to consider specifically.
Assign the Department of Finance, the Department of Science and Technology, the Department of Health, and the Provincial Social Insurance to report to the Provincial People's Committee (through the Department of Home Affairs) the implementation results before February 25, 2026.
