In which, the dossier for appointing civil servants in leadership and management positions is based on Article 35.
Article 35. Appointment documents
The personnel records for appointment must be decorated honestly, accurately, and fully with the contents stated in the sections and must be confirmed or certified by competent authorities according to regulations, including:
1. The nomination report is signed by the head of the agency, organization, or unit (in case of submission to the competent authority for appointment decision); or signed by the head of the agency, department, or officer advising on organizational work (in case the head of the agency, organization, or unit decides).
2. Minutes of the conference, summary of the vote counting results with the vote counting minutes at each step in the appointment process.
3. The personal registration is self-declared according to the prescribed form with a 4x6 color photo, confirmed and stamped by the direct management agency; the photo is taken within 6 months before the date of application.
4. Self-assessment of the last 3 years of work.
5. Evaluate and comment the Party cell and Party Committee of the agency where they work; evaluate and comment in the last 3 years of the collective leadership of the agency, organization, unit on moral qualities, lifestyle, sense of organization, discipline, internal solidarity, working capacity, results of performing assigned duties and tasks (including clearly identifying specific products, achievements in work), limitations, shortcomings, violations (if any), prestige and development prospects.
6. The assessment of the Party cell where they reside for themselves and their families. In case the place of residence of the person is different from the place of family residence, the comments of the Party cell where the person lives and the place of family residence must be sought.
7. Conclusion on political standards of competent Party committees according to the regulations of the Politburo on internal political protection of the Party.
8. Declaration of assets and income according to regulations.
9. Copies of diplomas and certificates as required by the appointment title standard. In case the personnel have a diploma issued by a foreign educational institution or a domestic educational institution affiliated with a foreign country, the recognition shall be carried out in accordance with the provisions of law.
10. The health certificate issued by a competent medical facility is issued within 6 months before the date of application submission.
In case the components in the appointment documents specified in this Article have been approved by competent authorities and exist in the national database, they can be used to replace the corresponding paperwork.
