Article 30. Responsibilities in the work of appointing civil servants to leadership and management positions
1. The head, members of the Party Committee, leaders of agencies and organizations are responsible for proposing personnel and commenting and evaluating the proposed personnel.
2. The Party Committee, the agency's leadership, or the organization will discuss, comment, evaluate, and decide or propose to the competent authority for consideration and decision.
3. Individuals and groups proposing appointments must be responsible to competent authorities for their opinions, comments, assessments, and conclusions on political standards, moral qualities, lifestyle; working capacity, advantages, and disadvantages of the proposed appointed personnel.
4. The staff organization agency and relevant agencies are responsible for the results of the appraisal and proposal of personnel according to their functions, tasks and powers.
5. The collective of leaders and heads of appointment decisions are responsible for their decisions; lead and direct the work of inspection, supervision and handling of violations of personnel work.
6. Civil servants proposed and considered for appointment must be responsible for declaring their personal records, residence, assets, income, and explaining related contents.
