Article 28. Term of office
1. The term of office for each appointment is 5 years, calculated from the effective date of the appointment decision, except for the term of less than 5 years as prescribed by specialized laws.
2. Civil servants in leadership and management positions can be reappointed an unlimited number of times, except in cases where there are other provisions of the Party or specialized laws.
In addition, the standards and conditions for appointment are based on Article 29.
Article 29. Standards and conditions for appointment
1. Ensure general standards according to the regulations of the Party, the law and specific standards for appointed positions and titles according to the regulations of competent authorities.
2. For personnel from on-site sources, they must be planned for appointed positions and titles or planned for positions and titles equivalent to or higher. For personnel from other sources, they must be planned for equivalent positions and titles or higher. Special cases are considered and decided by competent authorities.
In case the newly established agency, organization or unit has not yet approved the planning, it will be considered and decided by the competent authority.
3. Having held an equivalent position, title or equivalent position, title for a period of time as prescribed by competent authorities.
