On July 7, the Emulation Cluster of Central Highlands and Red River Delta provinces (Emulation Cluster No. 2) held a conference to summarize emulation and commendation work in the first 6 months of the year, and deploy tasks for the last 6 months of 2026. Attending the conference were Mr. Ngo Duy Hieu - Deputy Secretary of the Party Committee, Standing Vice Chairman of the Vietnam General Confederation of Labor (VGCL).
Emulation Cluster No. 2 includes: Bac Ninh Provincial Labor Federation, Ninh Binh Provincial Labor Federation, Hung Yen Provincial Labor Federation, Quang Ninh Provincial Labor Federation, Phu Tho Provincial Labor Federation and Thai Nguyen Provincial Labor Federation. Currently, Labor Federations of provinces in the Cluster are managing and directly directing 8,430 grassroots trade unions with 1,964,395 union members.
According to the report, in the first 6 months of 2026, the team of workers, civil servants, and laborers in the Midlands and Red River Delta provinces were basically stable in terms of ideology, jobs and income; most businesses maintained production and business activities, had orders and recruitment needs in many industries. The compliance with labor laws and labor relations in enterprises was basically ensured; however, there were still some collective work stoppages at non-state sector enterprises.
In addition, trade union levels in the Cluster continue to perform well the function of representing and protecting through dialogue, negotiation, implementing grassroots democracy regulations, legal advice, participating in inspection, examination, and supervision of the implementation of labor law policies, social insurance, occupational safety and health and regimes and policies related to workers.
Legal advice and legal aid work continued to be promoted, in the first 6 months of the year, there were over 266,000 turns of union members and workers receiving legal advice and assistance; 2,329 dialogues were organized at the workplace.
Provincial Labor Federations have proactively coordinated with the Fatherland Front Committee, functional agencies and socio-political organizations to perform the role of supervising the compliance with labor laws at 47 non-state-owned enterprises; organized 126 inspections and supervisions of regimes and policies for employees, trade union finance and regulations of the Party and State; over 95% of units organized conferences of civil servants and employees; 75% of enterprises organized employee conferences;...
In the first 6 months of 2026, the Bac Ninh Provincial Labor Federation coordinated with the Provincial People's Committee to organize a meeting and direct dialogue between the Provincial Party Secretary, Chairman of the Provincial People's Committee and officials, union members, and workers. The Quang Ninh Provincial Labor Federation coordinated with the Office of the National Assembly Delegation and the Provincial People's Council to advise on organizing a thematic voter contact conference between the Provincial National Assembly Delegation and officials, workers, civil servants, and laborers on the occasion of Workers' Month 2026 with the participation of 500 union members and workers throughout the province.
Speaking at the conference, Standing Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu highly appreciated the proactive and responsible spirit of units in Emulation Group No. 2. In addition, the Group needs to continue to closely follow the direction of the Vietnam General Confederation of Labor, Party committees, and local authorities; focus on strongly innovating the content and methods of operation in a practical and effective direction, taking union members and workers as the center.
Also at the conference, a thematic workshop "Directing, advising and organizing the effective implementation of the emulation movement "Good Labor, High Productivity, Good Income" took place, contributing to improving the effectiveness of Trade Union work in the new situation.
