Hue seeks to expand employment opportunities for people with disabilities

Despite many efforts from the government and the community, people with disabilities in Hue still face many barriers in accessing jobs, requiring additional solutions and support from the community and society.

Many barriers

Located in a small alley on Le Ngo Cat Street (Thuy Xuan Ward, Hue City), Lavin Home is a popular destination for bougainvillea making. In particular, this place is also a common home for 8 disabled young people, including deaf and deaf and hard of hearing and people with glass bone disease.

Ms. Le Thi Thanh Nhan - founder of Lavin Home said that she not only creates jobs but also goes directly to her house to guide friends who cannot travel. The products are sold to create a stable income, an average of 2.5 - 4 million VND/person/month.

Not everyone with disabilities is so lucky. Trinh T.A - a university graduate, but was rejected many times due to a leg disability. She used to be an accountant but was fired during the cut. T.A then switched to studying web design to find a job that suited her better.

According to Mr. Tran Van Thanh - Director of the Center for Vocational Education and Employment creation for the disabled, the current job counseling and introduction process still faces many difficulties due to lack of suitable environment, lack of space and funding to expand training majors. Many students have stayed at the center for 2-3 years but have not yet found a job.

Some enterprises in Hue have policies to accept disabled workers, but in reality, receiving them is very limited. Low salary, common job is garment making, income is only about 3 million VND/month.

In reality, the biggest obstacle for people with disabilities is not only their circumstances, but also social prejudices and family members. Many parents let go or entertain their children, instead of practicing appropriate life skills and career guidance. Meanwhile, people with disabilities can completely work and live independently if given the opportunity to suit their abilities.

The assessment of disability levels at the commune level is still emotional; the work of propagating credit policies is not extensive; facilities and public works do not ensure access to people with disabilities.

In addition, the rate of people with disabilities having jobs is still very low, mainly self-made jobs or working at charitable and humanitarian facilities with unstable income.

Many bright spots but still need to be encouraged

According to a report from the Hue City Department of Health, in 2024, Hue recorded many positive results in supporting people with disabilities, especially in vocational training, job creation and community integration. The City's Vocational Training and Employment Creativity Center for the Disabled has organized 13 training courses for 201 students, and opened 3 more production workshops, creating income for learners after finishing the course. The blind Association Center organized 6 livestock classes for 96 people, and mobilized 1,000 breeding chickens to support students in developing the economy.

Vocational classes for people with mental disabilities and the blind at sponsorship centers are also organized systematically, helping learners both receive treatment and income. The City Association of the Blind also supported the construction and repair of 18 houses, and mobilized nearly 29,000 gifts with a total value of over 9 billion VND. Policy credit programs for people with disabilities have disbursed nearly 1.4 billion VND, contributing to supporting the livelihood and economic development of households.

In 2025, Hue City will continue to promote vocational training in line with market demand, increase propaganda on legal policies for people with disabilities, improve facilities and access works. At the same time, mobilize social resources, promote the establishment of disabled people's organizations in localities, create a sustainable foundation for disabled people to integrate and contribute to the overall development of the province.
