According to Mr. Pham Xuan Hai - Deputy Director of Khanh Hoa Provincial Social Insurance (BHXH), from September 1, 2026, the social insurance agency officially uses the personal identification number/civic identification card (ID card/CCCD) to completely replace the social insurance code (10 old numbers) in the management of collection and settlement of social insurance, health insurance (BHYT), and unemployment insurance (BHTN) regimes.
The conversion is implemented according to Plan No. 3115/KH-BHXH dated August 13, 2026 of Vietnam Social Security, associated with the policy of developing digital data, electronic identification and unified use of personal identification numbers in resolving administrative procedures.
Also according to Mr. Hai, the change of code number does not change the history of dossiers, the process of contributing and enjoying social insurance, health insurance, and unemployment insurance regimes of participants at all.
Historical transaction data and electronic records generated previously are guaranteed to be complete and fully inherited.
Notably, participants do not have to carry out additional administrative procedures just because of the code conversion.
During the transition period, professional systems still support lookup according to both the old social insurance code and the new ID/CCCD number.
The conversion results will be automatically notified by the system to participants through the VssID digital social insurance application.
Khanh Hoa Provincial Social Insurance requests people who do not have a DDCN/CCCD number or information declared that does not match the National Population Database to coordinate with employers, organizations providing support services to develop participants or social insurance agencies to review and adjust information.
The Social Insurance Agency also warns of the risk of subjects taking advantage of the process of changing identification information to impersonate officials, call to request data provision or update to commit fraud.
People should only review and adjust information directly at the social insurance agency, labor-using unit or service organization supporting the development of participants they are transacting with.
In the first 6 months of 2026, Khanh Hoa has 235,603 people participating in compulsory social insurance, 60,568 people participating in voluntary social insurance, 219,224 people participating in unemployment insurance and more than 1.8 million people participating in health insurance. Health insurance coverage rate reached 94.32% of the population.
The total revenue of social insurance, health insurance, and unemployment insurance as of June 30 reached more than 4,080 billion VND, equal to 50.3% of the annual plan and an increase of 4.72% compared to the same period.
Meanwhile, more than 79,000 people and turns of people were resolved and paid social insurance and unemployment insurance benefits with a total amount of nearly 2,885 billion VND.
Khanh Hoa Provincial People's Committee sets a target by 2030 to have 410,956 people participating in social insurance, equivalent to 60% of the working force of working age participating in social insurance. Of which, compulsory social insurance reaches 365,073 people and voluntary social insurance is at least 45,883 people.
Promoting digital transformation and synchronizing identification data is expected to contribute to improving management efficiency, reducing procedures and improving the quality of service for people participating in social security policies.
