Khanh Hoa Provincial Party Committee has just approved regulations on functions, tasks, organizational structure, and staffing of the specialized agency of the Provincial Federation of Labor (FFL).
Accordingly, based on relevant regulations, the Provincial Federation of Labor has the function of advising and assisting the Executive Committee, directly and regularly, the Standing Committee of the Provincial Federation of Labor leads and directs trade union work, and builds labor relations in accordance with the provisions of law.
At the same time, it is a professional and technical agency for trade union work according to the Charter of Vietnam Trade Union and relevant regulations of the Party and State.
Regarding the organizational structure, there is a Chairman and Vice Chairmen. The number of Vice Chairmen is considered and decided by the Standing Committee of the Provincial Party Committee in accordance with the requirements of the tasks and the actual situation, ensuring that it does not exceed the total number of full-time deputy leaders of the Vietnam Fatherland Front Committee of the province and the socio-political organizations of the province according to regulations.
The advisory and support departments of the Provincial Federation of Labor include the office and specialized departments, industry unions, and public service units.
There are 3 departments: Office, Organization - Inspection Department, Professional Department; 3 industry unions: Industrial Parks - Economic Zones Union, Health Sector Union, Party and Government Union; 3 public service units: Provincial Labor Culture House, Union Guest House and Gac Ma Soldiers Memorial Management Board.
Units must follow the principle of having at least 5 people to establish a subordinate unit (generally called a committee). Committees with less than 10 people are assigned a head and 1 deputy head, and those with 10 or more people are assigned no more than 2 deputy heads. In case the staff of a specialized department is not enough to establish a committee, consider merging it into a committee with similar tasks.
The staffing of the Provincial Federation of Labor is reviewed and decided by the Standing Committee of the Provincial Party Committee annually based on the total staffing assigned by the Central Government.
In the process of performing its tasks, the Provincial Federation of Labor is allowed to use volunteers, collaborators, and voluntary consultants.
Currently, Khanh Hoa Provincial Federation of Labor has 25 units including: 4 departments at the Provincial Federation of Labor, 3 affiliated public service units, 9 district-level Federations of Labor, 9 industry-level and equivalent trade unions, and 2 trade union institutions.
Manage 1,526 grassroots trade unions with 95,656 members/111,308 workers, civil servants, and laborers. Of which, the administrative sector has 919 grassroots trade unions with 36,788 members; the production and business sector has 607 grassroots trade unions with 58,868 members.
