The emulation bloc includes: Vietnam Airlines Corporation Trade Union, Vietnam Textile and Garment Trade Union, Vietnam Railway Trade Union, Vietnam Rubber Trade Union, Vietnam Maritime Corporation Trade Union, Vietnam Coal - Mineral Industries Trade Union, Vietnam National Energy Industry Group Trade Union, Vietnam Electricity Trade Union.
According to the report, the living conditions, employment and income of workers in the units in the Block are basically guaranteed. Average salaries and incomes tend to be stable or increase slightly in some corporations and general companies.
The ideology of workers is generally stable, believing in the leadership of enterprises and trade unions. Labor relations at the units are basically harmonious, stable and progressive. Most units have successfully organized Workers' conferences; there were no labor disputes or major complaints during the reporting period.
Implementing Official Letter No. 4168/TLD-VP dated May 27, 2025 of the Presidium of the Vietnam General Confederation of Labor (VGCL), the Emulation Bloc has deployed to the trade unions in the Bloc on organizing a preliminary review and evaluation of the implementation of the Emulation and Reward Law. With a spirit of seriousness, responsibility and openness, the units in the Block have actively organized the implementation and completed the report to the Block Leader on time.
Many valid and practical contributions have been proposed and recommended to amend and supplement the Law on Emulation and Commendation, contributing to perfecting policies and improving the effectiveness of emulation and reward work in the new period.
Along with that, trade unions in the Emulation Bloc have actively participated in seminars, conferences, and training programs organized by the General Confederation of Labor, contributing opinions on the development of laws, decrees, and policies related to the Trade Union organization and the rights of union members and workers.
Some notable points are that the activities during Workers' Month are effectively implemented by the units.
For example, the total amount of money that the Vietnam Textile and Garment Trade Union will support the unit and workers on the occasion of Workers' Month in 2025 is 1.465 billion VND. The grassroots trade unions have supported 4,916 union members and workers in especially difficult circumstances; supported the construction and repair of 07 Trade Union Shelters worth 313 million VND; visited and presented gifts to workers in difficult circumstances, suffering from serious illnesses, and receiving long-term treatment at the hospital. The total amount of care at the Workers' Month facility is estimated at 4.74 billion VND.
For the emulation movement, the Vietnam Electricity Trade Union has launched emulation to accelerate the investment and construction progress of EVN's key projects in 2025; launched the emulation movement "Creative Labor" and the 10,000 initiative program for the period 2025-2028. Coordinate with EVN to organize the 5th Patriotic Emulation Congress (2025-2030); organize the 117th Commendation Ceremony "Outstanding Electrical Workers in 2025"; 77 typical advanced individuals with outstanding achievements in the period of 2020-2025 at the Patriotic Emulation Congress; Commend 81 Outstanding Safety and Hygiene workers...
In reality, in recent times, trade unions in the Block have closely followed the theme of the year's work and practical requirements for each group and corporation to promote their role as representatives, caring for and protecting the legitimate rights and interests of union members and workers. Trade unions at all levels have coordinated with professionals to develop and supervise the implementation of policies related to workers.

Speaking to units in the Emulation Bloc, Vice Chairman Phan Van Anh acknowledged and highly appreciated the performance of units in the Bloc and proposed to continue implementing the reorganization of the Trade Union system in the direction of streamlining, effective and efficient operations according to the direction of the General Confederation.
Strengthen propaganda, raise awareness and responsibility of trade union officials and the participation of trade unions at all levels in the process of streamlining the apparatus, streamlining the payroll, ensuring the regime, policies and rights of cadres, civil servants and workers.
