With proactive and close-to-the-roots approach, assigning officials to firmly grasp the area and especially promoting the role of grassroots trade unions (CĐCS) operating effectively, Tu Liem Ward Trade Union has created a strong change in the development of union members and the establishment of Trade Union organizations.
Stick to businesses, hold to workers
In the work of developing union members and establishing grassroots trade unions, one of the basic requirements is to firmly grasp the area, grasp the businesses and the situation of workers.
With the Trade Union of Tu Liem Ward, that requirement is concretized by assigning officials to directly be in charge and monitor each group of businesses.
The Standing Committee and the Standing Committee of the Ward Trade Union agreed to assign members of the Executive Committee to grasp the business situation. This is considered one of the factors creating efficiency in mobilization work, because each official has a grasp of the area, has working relationships and appropriate approaches.
Trade union officials proactively learn, approach, propagate, and mobilize. For units that already have many workers but have few union members, trade union officials directly explain, guide, and clarify their rights when participating in the Trade Union organization; and at the same time coordinate with businesses to mobilize workers to participate.
The important thing is to understand the business and find a suitable approach. Some businesses need to be guided on procedures, some places need to clearly explain the role of the Trade Union and the rights of workers. When officials go to the place and exchange specific information, the mobilization is more convenient," shared Nguyen Thi Hai Yen, Chairwoman of Tu Liem Ward Trade Union.
As a result, by the beginning of September, the actual number had far exceeded the target: 43 grassroots trade unions were established, reaching 537.5% of the target; 2,051 union members were admitted, reaching 102% of the target. Notably, 22 new grassroots trade unions have 20 or more union members. Ward trade unions are still actively mobilizing and guiding businesses on procedures for establishing grassroots trade unions.

One proof is that the Congress to establish the grassroots trade union of TND Group Company has just been successfully organized by the Ward Trade Union with the participation of 34 union members. The Congress announced the Decision to establish the grassroots trade union, elected the Executive Committee, Chairman and Vice Chairman of the trade union. For businesses, the birth of the grassroots trade union marks a new step in labor relations; for workers, this is another address to be cared for, represented and protected for legitimate and lawful rights and interests.
Spreading trade union activities from well-performing establishments
If establishing grassroots trade unions is the first step, then making the new organization operate substantively and creating trust with workers is a long-term problem. From that reality, the Trade Union of Tu Liem Ward is considering a new approach: "Each strong grassroots trade union accompanies a business without a trade union".
According to this model, the Ward Trade Union selects effectively operating grassroots trade unions with enthusiastic, experienced and reputable Trade Union Chairmen to accompany at least one enterprise that does not yet have a Trade Union organization. These can be experiences in mobilizing workers to join the Trade Union; how to organize a care activity; methods of legal propaganda; how to build activity content; choosing core personnel; or connecting welfare programs for union members.
Through this, newly established grassroots trade unions can quickly access effective ways of doing things, avoiding confusion in the early days of operation; while businesses without trade union organizations have an additional realistic perspective on the value that trade union organizations bring.
We want grassroots trade unions that operate well not only to do well in their units, but also to become places to share experiences. When a grassroots trade union official speaks out about what he has done, the effectiveness of propaganda and mobilization will be more practical," Ms. Nguyen Thi Hai Yen said.
At the working session with the Trade Union of Tu Liem Ward, Mr. Nguyen Van Thang - Member of the Standing Committee of the Vietnam General Confederation of Labor, City Party Committee Member, Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi City, Chairman of the Hanoi City Labor Federation - highly appreciated the proactive and drastic spirit of the unit in performing the task of developing union members and establishing grassroots trade unions - one of the core tasks that determines the strength and effectiveness of the Trade Union organization.
The Chairman of the City Labor Federation requested the Ward Trade Union to continue to maintain the development momentum, focus on reviewing and mobilizing the establishment of grassroots trade unions at enterprises, especially units with 20 or more employees; innovate the content and methods of propaganda, promote the application of digital transformation to reach businesses and employees more effectively.
The proactiveness of the Tu Liem Ward Trade Union also received the attention and companionship of the local Party Committee. Mr. Do Khac Dao - Standing Deputy Secretary, Chairman of the People's Council of Tu Liem Ward - affirmed that the Ward Party Committee pays special attention to Trade Union activities, determining that developing union members and establishing grassroots trade unions is a task that needs to be focused on directing. Accordingly, the Ward Party Committee directed the Ward Trade Union to be proactive from the beginning, from the grassroots level, firmly grasp the situation of businesses and workers to have appropriate propaganda and mobilization plans.
