Lao Cai currently has about 12,000 businesses and cooperatives operating; of which 42 businesses employ over 100 workers, concentrated in the Southern industrial parks, Minh Quan, Tang Loong, Dong Pho Moi, and Bac Duyen Hai.
This is a large labor force, playing an important role in the socio-economic development of the province, and at the same time potentially containing complex factors in security and order if not proactively prevented.
Implementing the plan of Lao Cai Provincial Police on launching a peak period of attacking and suppressing crime, ensuring security and order before, during and after the 16th National Congress of the Party, election of National Assembly deputies of the 14th term, People's Councils at all levels for the 2026–2031 term and Binh Ngo Tet 2026, the Economic Security Department has strengthened coordination with the police of wards and communes to firmly grasp the security situation of workers throughout the area.

The focus is placed on industrial parks and businesses with a large number of workers - places prone to labor disputes, illegal strikes, social evils, black credit activities or the risk of labor unsafety, fires and explosions.
Task Forces of the Economic Security Department have directly worked with the Police of wards and communes such as Au Lau, Van Phu, Tang Loong... and at the same time coordinated to propagate and disseminate laws at many large enterprises in the area.
The content focuses on labor safety and hygiene; fire and explosion prevention and control; electrical safety, machinery and equipment, helping business leaders and workers raise awareness of complying with legal regulations in the production process.

In addition, the police force also promptly warned of tricks to take advantage of incitement to strikes, causing security and order disturbances; acts of usury, illegal debt collection that are at risk of entering industrial parks, directly affecting the lives and jobs of workers.
Representatives of businesses are required to sign commitments to strictly implement regulations on security, residence, crime prevention, drugs, environment, contributing to protecting the legitimate rights of workers.
