Lao Cai considers policies for 23 cadres with serious illnesses

After implementing the two-level local government model, dozens of cadres, civil servants, public employees and workers in Lao Cai with serious illnesses have submitted applications for early retirement or termination of employment according to Decree 178/2024/ND-CP and Decree 67/2025/ND-CP, but have not yet been resolved.

Officials take time off from treatment, localities reduce pressure

On the morning of September 15, Ms. Nguyen Thi Bich Lien (born in 1988), a civil servant of the Department of Culture and Social Affairs of Xuan Ai commune, was taken by relatives from the hospital to the citizen reception center to register to meet with the Chairman of Lao Cai Provincial People's Committee. Ms. Lien and Ms. Hiep are 2 of 23 cadres, civil servants, public employees, and workers in Lao Cai who have written an application for early retirement and resignation according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP after operating the two-level local government model.

Even the local government where they work has a Proposal to resolve the termination of employment leave regime, but both the Department of Health and the Department of Home Affairs of Lao Cai province have rejected it and said: "Not satisfied with standards and conditions".

Will resolve the issue resolutely and reasonably

Discussing the above incident with Lao Dong, Ms. Pham Bich Van - Deputy Director of Lao Cai Provincial Department of Health - said: Through studying the documents provided by the Department of Home Affairs, the Department of Health's Professional Council compared with Circular No. 50 of the Ministry of Health to assess and conclude that these 23 cases "do not satisfy the conditions and standards to determine the risk of poverty".

Meanwhile, Mr. Nguyen Van Trong - Director of the Department of Home Affairs of Lao Cai province - said that the unit has followed the correct process, especially the comparison of the document "determining poverty risk" of the Department of Health, so it is impossible to resolve the issue for officials on leave according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.

Presenting at the citizen reception center on the morning of September 15, Ms. Nguyen Thi Bich Lien said: Instruction 50 of the Ministry of Health issued a list of serious diseases for organizations and individuals to mobilize, receive, distribute and use contributed sources to support patients. The rigid application of the Lao Cai Provincial Department of Health has caused many people, despite their very poor health, who are being treated at hospitals, to not be considered and resolved to enjoy the regime and policies according to the provisions of Decree No. 178, Decree No. 67, which is very disadvantageous".

Sharing the same view, Ms. Nguyen Thi Hiep commented: "When cadres and civil servants with serious illnesses in the final stage are completely dependent on others for care as in the list prescribed in Circular 50 of the Ministry of Health, who can still work and apply for leave according to the regime and policy. Using machines like this is no different from problematizing people who unfortunately suffer from evil diseases like us".

At the regular citizen reception, Chairman of Lao Cai Provincial People's Committee Tran Huy Tuan asked about Ms. Nguyen Thi Bich Lien's health and affirmed: The province will direct departments, branches, sectors and localities to review her case as well as the group of cadres being treated for evil diseases to resolve the matter reasonably and reasonably.
