Ms. Vu The Van - Chairman of the Trade Union of Export Processing and Industrial Zones of Ho Chi Minh City - said that since the beginning of the year, the Trade Union of Export Processing and Industrial Zones of Ho Chi Minh City has developed 23,682 new members, reaching more than 100% of the assigned target. However, the number of union members has decreased by about 18,412 people due to reasons such as the dissolution of 34 grassroots trade unions, reducing nearly 2,270 union members; the number of workers quitting their jobs, companies cutting labor is more than 9,020 people; businesses moving to other places, reducing nearly 7,100 workers... This leads to the number of union members actually increasing since the beginning of the year is only 5,270 people.
"Although the Trade Union of the Export Processing and Industrial Zones of Ho Chi Minh City has made efforts in developing union members, due to the above objective reasons, the actual increase in union members has not been as expected," said Ms. Van.
At the 4th Executive Committee Conference, Term XII of the Ho Chi Minh City Labor Federation held last August, many union officials also reflected that the increase in the number of union members was difficult. Mr. Nguyen Van Chi - Head of the Organizing Committee of the Ho Chi Minh City Labor Federation - said that the number of newly established enterprises was small, mainly in the service and trade sectors, with a small number of employees. Some enterprises with a large number of employees tended to move to provinces bordering Ho Chi Minh City, so the development of union members was difficult.
According to the report of the Ho Chi Minh City Confederation of Labor, from the beginning of 2024 to October 25, Ho Chi Minh City Trade Unions at all levels have developed nearly 208,280 new union members, of which the actual increase in union members is 116,330. From the beginning of 2024 to now, trade unions at all levels in Binh Duong province have established 243 grassroots unions (of which 9 trade unions were established), with a total of 100,157 new union members, exceeding the assigned target.
However, due to objective conditions, many businesses have encountered difficulties, stopped operations, and dissolved, thus leading to a decrease in the number of union members and grassroots unions. In the first months of the year, the whole province dissolved 196 grassroots unions, reducing 100,361 union members. The actual increase from the beginning of 2024 to now is minus 204 union members.
According to Ms. Nguyen Kim Loan - President of Binh Duong Provincial Federation of Labor, the actual increase and decrease in union members is partly affected by the situation of workers leaving Binh Duong to return to their hometowns. Because union members in the official sector lose their jobs, return to their hometowns, and move their labor to other provinces. The number of new workers coming to Binh Duong is small, which makes it more difficult to develop union members.
Ms. Nguyen Kim Loan also said that as of October 2024, the whole province had 4,151 grassroots unions, with 807,965 union members/856,294 workers. The rate of union members in units and enterprises with union organizations reached over 94%.
According to the forecast of the Department of Labor, War Invalids and Social Affairs of Binh Duong province, in 2024, the recruitment demand of enterprises in Binh Duong will be about 60,000-80,000 workers. However, in reality, recruitment is difficult. Manufacturing enterprises do not recruit enough workers and have to hire supply companies. And the supply companies themselves cannot find workers. Mr. Tran Ngoc Luong - Director of Duc Luong Labor Supply Company Limited - said that the current labor source is very scarce, the number of new workers coming to Binh Duong is very small.
