Article 5 of the Law on Forces Participating in Security and Order Protection at the Grassroots Level 2023 stipulates:
Relationship of work, coordination, support in organization, operation, and implementation of tasks of forces participating in protecting security and order at the grassroots level
1. The working relationship of forces participating in protecting security and order at the grassroots level is regulated as follows:
a) Commune-level People's Committees manage the organization and operation of forces participating in protecting security and order at the grassroots level;
b) Commune-level police assist People's Committees at the same level in directly managing the organization, operation, direction and operation of forces participating in protecting security and order at the grassroots level; guiding, assigning and inspecting the implementation of tasks of forces participating in protecting security and order at the grassroots level;
c) Relations between forces participating in protecting security and order at the grassroots level and mass organizations and unions at the grassroots level are coordinated relations in performing the task of protecting security and order and building a movement for the whole people to protect national security.
2. Coordination and support in performing the tasks of forces participating in protecting security and order at the grassroots level are stipulated as follows:
a) Coordinate with Village Heads, Heads of Residential Groups, Heads of Front Working Committees in villages and residential groups to carry out the task of protecting security and order and building a movement for the entire people to protect national security;
b) Support militia and other forces at the grassroots level to perform tasks according to the provisions of law;
c) Coordinate with grassroots self-managed mass organizations, grassroots mediators, and security forces of agencies, organizations, and enterprises located in the area to participate in protecting security and order, resolving cases of security and order at the grassroots level in accordance with the provisions of law.

Thus, the forces participating in protecting security and order at the grassroots level are responsible for supporting the militia and self-defense forces and other forces at the grassroots level in performing tasks according to the provisions of law.
