According to the reporter's actual records in mid-December, the situation of people setting up tents and cooking to prevent vehicles from entering and leaving in front of the bronze mine gate and the factory continued.
Mr. Tran Van Lam (residing in Phan Lan village, Hop Thanh commune) said: "The land that the government reclaimed, my family has been growing rice and crops for many years. However, at present, they are adding to the forest land for recovery without any agreement or compensation to the people, so the people are upset."
In a report sent to the Standing Committee of the Provincial Party Committee and the Standing Committee of the People's Committee of Lao Cai province, Dong Ta Phoi Joint Stock Company said that from February 2023 to present, the company's production and business activities have continuously encountered serious difficulties due to the situation of some citizens residing in the locality repeatedly illegally entering the mining area, obstructing production activities.
Big impact on businesses and workers
Dong Ta Phoi Joint Stock Company said that the unit has been leased land by Lao Cai Provincial People's Committee according to decisions issued in 2023 and 2024; the land lease contract has been signed and handed over land outside the field in accordance with regulations.
Through verification by competent agencies including: Lao Cai Provincial Police Economic Police Department and Lao Cai Provincial Department of Agriculture and Environment both confirmed recommendations and denunciations that the mining company exceeded the land limit, violated the land use rights of the people, which were unfounded; the lease and use of land by enterprises was carried out in accordance with legal regulations.
The People's Committee of Hop Thanh commune also issued a document responding to citizens, stating that the consideration and compensation for trees and crops according to the proposal is unfounded.
According to the company, the accumulated revenue in the first 10 months of 2025 is estimated at VND1,180 billion, the amount paid to the State budget in the area is more than VND340 billion. It is expected that in 2025, the amount paid to the budget can reach about 400 billion VND. However, by November 25, 2025, all mining activities had to stop due to obstructive behavior, leading to a serious shortage of raw materials for the factory.
Speaking with Lao Dong, Mr. Ngo Duc Luong - Head of the Organization - Administration Department (Dong Ta Phoi Company) - said: "The mine and factory have stopped operating, affecting hundreds of workers and the company. We recommend that all levels and sectors promptly take action to verify and strictly handle acts of illegal encroachment and obstruction, ensuring security and order in the exploitation area to stabilize production in 2025 and the following years" - Mr. Luong said.
On December 15, speaking with Lao Dong reporter, Mr. Nguyen Tuan Anh - Chairman of Lao Cai Provincial People's Committee - said that the province has established a Working Group to inspect, review, and resolve recommendations and reflections related to the mineral exploitation area of Dong Ta Phoi Joint Stock Company.
Along with that, Lao Cai Provincial Police are assigned to closely coordinate with local authorities to promptly handle arising developments; maintain political security and social order and safety in the area.
Mr. Khuong Manh Tuan - Vice Chairman of Hop Thanh Commune People's Committee - also said: "The working group of Lao Cai province is working, grasping the content to assign tasks, and develop plans. The viewpoint is to strictly handle those who incite people and cause disorder".
