Do not let "hot spots" arise
At the end of November, Lao Dong Newspaper reported that many households were setting up tents and cooking in front of the gate of the Ta Phoi copper mine to protest the land acquisition plan. By December 12, after more than two weeks, this situation was still continuing. Not only the mine gate was blocked, but the entrance to the copper factory a few hundred meters away was also surrounded, causing the business's operations to stagnate.
According to records, large gatherings and long tents have affected local security and order, potentially causing conflict.
Recently, Chairman of Lao Cai Provincial People's Committee Nguyen Tuan Anh issued a document establishing a Working Group to inspect, review and resolve recommendations related to the mineral exploitation area of Dong Ta Phoi Joint Stock Company.
The working group is headed by Deputy Chief Inspector of the province Hoang Van Khoa; members include representatives of the Department of Agriculture and Rural Development, the Department of Industry and Trade, the Provincial Police, the People's Committee of Hop Thanh commune and related units.
The team is assigned to check all feedback from people, clarify the land lease boundary, coordinate with businesses to re-set boundary markers to accurately determine the current situation on the field; organize dialogues, provide full legal information. The results must be reported to the Chairman of the Provincial People's Committee before December 30, 2025.
In addition, the Working Group will coordinate with Dong Ta Phoi - Vinacomin Joint Stock Company to re-light all boundary markers according to the land lease decision; review problems related to land area managed by the Forest Protection Management Board, land acquisition records, compensation plans, and resettlement support.
Lao Cai Provincial Police are assigned to grasp the situation, closely coordinate with Hop Thanh commune authorities to promptly handle any arising developments; maintain political security and social order and safety. Cases of deliberately inciting, obstructing legal exploitation activities or violating the law will be strictly handled.
The People's Committee of Hop Thanh commune is also required to strengthen propaganda so that people clearly understand legal regulations on minerals; proactively stabilize the grassroots, limit large gatherings; promptly resolve recommendations under its authority, avoid the emergence of "hot spots". "Forces and authorities need to urgently verify and handle it thoroughly to avoid disrupting security and order in the area. The legitimate reflections of the people will be fully reviewed, but any inciting and disturbing behavior will be strictly handled according to the law," the leader of Lao Cai province emphasized.
800 workers and laborers affected
According to information from the enterprise, the prolonged blockage has caused the factory to run out of fuel for exploitation, facing the risk of stopping operations, greatly affecting production, business and local budget revenue. Mr. Ngo Duc Luong, Head of the Organization - Administration Department affirmed: The enterprise only operates within the land area that has been leased and legally handed over by the People's Committee of Lao Cai province. Faced with the complicated situation, the company has chosen a restrained, non-confrontation solution. The construction of the shelters has completely stopped production activities. According to the company's report, the State budget loses an estimated VND 1.25 billion per day, directly affecting 800 workers and laborers working at the copper mine.
