On the morning of January 21, on behalf of the Party Committee of the Ministry of Science and Technology (KHCN), Member of the Party Central Committee, Secretary of the Party Committee, Minister of Science and Technology Nguyen Manh Hung presented a paper at the 14th National Congress of the Party (Congress XIV).
Minister Nguyen Manh Hung emphasized that from average income to high income, Vietnam must rely on science and technology, innovation and digital transformation (S&T, innovation, telecommunications).
All 3 of these drivers are expanded in content by our Party, redefined according to a new approach, creating an expanded development space, and freeing up new resources to promote growth. With these 3 drivers, we can increase growth by 2 digits.
Resolution No. 57-NQ/TW of the Politburo has established KHCN, DMST, CDS as the leading important breakthroughs, the main driving force to promote the rapid development of modern production forces, improve production relations, innovate national governance methods and improve the country's self-reliance and autonomy.
Resolution No. 57-NQ/TW is like a contract resolution 10 on science and technology, innovation, and modernization with the spirit: Managing according to objectives, not managing the way of doing things; granting autonomy and responsibility to workers; accepting risks, evaluating based on overall efficiency; workers benefit from the fruits of labor and creativity.
Besides, it is aimed at solving the country's major problems such as double-digit growth, productivity, quality, and national governance.
Core technology autonomy, strategic technology as an important component of national sovereignty. Going from application, product, market to mastering technology.
Allowing and encouraging the application of new things in practice, considering this as the fastest and most effective way to form, complete and develop new technologies.
The spirit of DMST in the whole people, making DMST become a lifestyle, a lifestyle of all people, all organizations. Building a culture of encouraging discovery, tolerance of failure.
That is also the standard to go ahead to lead national development; intellectual property must be considered an asset that can be valued, bought, sold, transferred and exploited in the market.
According to Minister Nguyen Manh Hung, for S&T, innovation, and infrastructure to truly become the central driving force of growth, the first thing to do is to measure the contribution of this trio to GDP growth.
Each ministry and locality must have 1 innovation center.
Minister Nguyen Manh Hung said that the Ministry of Science and Technology considers this to be the first important task and is developing measurement methods, both at the national and local levels.
Vietnam is one of the first countries to set a target to measure the impact of S&T, innovation, and industrialization on GDP growth. Measuring efficiency is also a basic solution to combat wastefulness.
The Ministry of Science and Technology is advising the Government to direct each ministry and locality to have 1 innovation center. The Politburo has assigned the Government to direct the Ministry of Science and Technology to develop a Strategy on a national innovative startup, a nationwide startup, one person can establish and operate a business with the help of national digital platforms.
DMST is also innovating management and business models based on technology, bringing great value. The world is having new waves that Vietnam can take advantage of to grow rapidly because they are very suitable for the culture and capabilities of Vietnamese people.
And the new institution decides for innovation and development. Spending on science and technology, importantly, 1 VND of the State must activate 3-4 VND of businesses.
At that time, 2% of the State's S&T budget will become 2% of the GDP of the whole society spent on S&T. The Ministry of S&T is completing the mechanism for co-funding research between the State and businesses.
According to Minister Nguyen Manh Hung, with the wise leadership of the Party, with the strategic vision of General Secretary To Lam and the burning aspiration of 100 million Vietnamese people, we firmly believe that science and technology, innovation, and transportation will be the 3 driving forces to bring Vietnam to break through, escape the middle-income trap and become a developed country with high income.
