On January 21, speaking at the 14th Party Congress, Minister of Construction Tran Hong Minh highlighted the results achieved in infrastructure development according to the Resolution of the 13th National Congress of Delegates and mentioned many groups of solutions to create breakthroughs in the new era.
According to Minister Tran Hong Minh, transport infrastructure has developed more strongly and synchronously, and many key projects have been completed ahead of schedule.
By the end of 2025, the whole country will have 3,345km of main expressway routes and 458km of intersections and access roads put into operation...
The 2021-2025 period alone has been completed, opening to traffic 2,025km of highways, nearly 2 times the number of kilometers of highways achieved in the previous 20 years.
The total capacity of the seaport system increased nearly 1.3 times compared to 2020 (from 730 million tons to 900 million tons).
The total capacity of airports increased more than 1.6 times compared to 2020 (from 92.4 million passengers to 155 million passengers).
These results have helped reduce logistics costs from 21% in 2018, to about 17% of GDP today, contributing to improving national competitiveness.
The airport system has been and is being focused on investment, upgrading and completing, such as: Long Thanh, Gia Binh, Phu Quoc airports, completing Noi Bai T2 terminal, Tan Son Nhat T3 terminal...; national railway system (high-speed railway on the North - South axis, Lao Cai - Hanoi - Hai Phong railway, railway connecting foreign affairs, seaport connection, airport...).
The urban railway system in Hanoi and Ho Chi Minh City is being actively promoted.
Urban infrastructure, housing, and technical - social infrastructure are developing faster, better meeting the needs of people and businesses, urban space is expanding, opening up new growth poles.
Compared to 2020, the urbanization rate to date has reached 45% (an increase of 5%); Urban residents are supplied with clean water reaching 94% (an increase of 3%); Average housing area reaches 30m2 of floor area/person (an increase of 5.6m2).
The whole country has deployed more than 682,000 social housing units, joining hands to eliminate temporary and dilapidated houses of more than 334,200 units. These are "Special National Projects", "Projects of the Party's Will and the People's Heart".
The foundation for green infrastructure, digital infrastructure adapting to climate change, and smart cities is initially being formed.
To contribute to the successful implementation of strategic breakthroughs in infrastructure development identified in the draft Document of the 14th Party Congress, Minister Tran Hong Minh said that the Party Committee of the Ministry of Construction has researched and proposed a number of key tasks and solutions.
Some key targets are focused on such as: Forming a 5,000km highway system; Deploying investment in key national railway lines; Increasing seaport capacity to 1.2-1.4 billion tons (an increase of 1.33 times compared to the current 900 million tons/year);
Along with that is to improve capacity through the airport system to reach about 275 million passengers (an increase of 1.7 times compared to the current 155 million passengers); Strive to complete the goal of having 1 million social housing units 2 years early and having over 1.6 million units by 2030 compared to the target; Strive to achieve the goal of urbanization of over 50% by 2030 (compared to the current urbanization rate of about 45%), the rate of solid housing to 85 - 90%.
The Ministry of Construction sets a goal for Vietnamese enterprises to gradually master high-speed railway and urban railway construction technology, reduce dependence on foreign contractors, first of all in the field of operation and exploitation, and gradually master the technology of designing and manufacturing components and carriages.
