Thousands of workers are lacking despite efforts in recruitment
Ms. Vo Thi Tam - Chairwoman of the Trade Union of Haivina Hong Linh Garment Company - informed that to meet export orders, since the beginning of 2025, the Company has announced the recruitment of nearly 1,000 workers. However, so far, only more than 300 workers have been recruited. Currently, the company still needs to recruit more than 500 more workers, but it is very difficult to recruit.
According to Ms. Tam, from July 1, 2025, Haivina Hong Linh Garment Company has had an additional rental support of VND 500,000/person/month, along with support to encourage production of VND 200,000/person/month as new incentives.
Thus, currently, if a worker is recruited to work at Haivina Hong Linh Garment Company, he will have an average income of about 6.5 million VND/person/month.
"Because there are many factories operating in the garment sector competing to recruit workers. Many people have not really struggled with the specific requirements of the sewing profession that require meticulousness, carefulness, and sitting tirelessly all day to make products" - Ms. Tam acknowledged.
Mr. Dang Viet Thuc - Director of Ha Tinh Garment Enterprise 10 (in Vung Ang Economic Zone) - said that since the beginning of 2025, the Enterprise has announced the recruitment of a large number of workers. However, up to now, the unit has only recruited about 400 workers, with a shortage of more than 500 workers. According to Mr. Thuc, at Garment Factory 10, the average income of workers today of more than 8 million VND/person/month is quite high. The unit also supports transportation vehicles, accommodation support, cool water drinking support in the summer, productivity bonus, diligence bonus...
At our workshop, any worker who works effectively and productively can have an income of up to 15 million VND/month, Mr. Thuc shared.
According to Mr. Thuc, although the treatment regime is quite high, recruiting workers is still very difficult. The reason is that in Vung Ang Economic Zone, there are many enterprises outside the garment sector competing in recruiting workers with higher incomes. Many people also choose to go abroad to work for better income, making it difficult to recruit workers.
Mr. Pham Van Tuc - General Director of Nam Ha Tinh Seafood Import-Export Joint Stock Company (located in Vung Ang Economic Zone) - said that from June 2025, the company announced the recruitment of about 400 workers with an average income of 8 million - 10 million VND/month and has a number of other preferential regimes, but currently the recruitment results are low, still lacking 200 workers.
According to Mr. Tuc, the reason for the difficulty in recruiting workers is that many enterprises in the area are also recruiting a large number of workers, so they have attracted many workers such as VinFast Automobile Factory, Thermal Power Plant... Many workers still choose to go abroad to work, so the source for recruitment is limited.
Need to increase income and benefits
Ms. Nguyen Thi Thanh Huong - Director of Ha Tinh Employment Service Center - said that according to a survey by Ha Tinh Employment Service Center, in the last months of 2025, businesses in Ha Tinh province need to recruit about 10,000 workers.
In particular, in November 2025 alone, 117 enterprises recruited 6,832 workers in many fields and qualifications such as: Electricity, electronics, mechanics, accounting, sales staff and unskilled workers, garment, machine operators, etc.
According to Ms. Huong, in recent times, the recruitment of many enterprises, especially the garment sector in Ha Tinh, has encountered difficulties, the number of recruitment is low, and has not met the labor scale to boost production, business, and expand export markets.
Although many businesses have increased their income and enjoyed benefits, compared to businesses in some big cities, workers' income in Ha Tinh is still lower.
Therefore, to attract workers and keep workers attached for a long time, businesses need to continue to increase their income and ensure additional welfare regimes such as fuel costs, accommodation, diligence bonuses, productivity bonuses, and seniority bonuses for workers" - Ms. Huong acknowledged.
