Youme Law Firm LLC, for commune-level civil servants, on general standards, based on Decree 33.
Accordingly, Article 7 of Decree 33/2023/ND-CP stipulates:
General standards for commune-level cadres and civil servants
1. General standards for commune-level cadres and civil servants are implemented according to current regulations of the law on cadres and civil servants, organizational charter and regulations of the Party and central socio-political organizations.
2. For civil servants who are Commanders of the Commune-level Military Command, in addition to the standards specified in Clause 1 of this Article, they must also be able to coordinate with units of the People's Army, People's Public Security and other forces in the area to participate in building a national defense, performing civil defense tasks; maintaining security, politics, social order and safety, protecting the Party, government, State assets and protecting people's lives and property.
Accordingly, the general standards for commune-level civil servants are implemented according to current regulations of the law on cadres, civil servants, organizational charter and regulations of the Party and central socio-political organizations.
Pursuant to Article 17 of Decree 33/2023/ND-CP, it is stipulated that:
Raising salary grades for commune-level cadres and civil servants
Commune-level cadres and civil servants specified in Clause 1, Article 16 of this Decree shall implement the regular salary increase regime, raise salary levels ahead of schedule, and extend the salary increase period according to the Government's regulations on salary regimes for cadres, civil servants, public employees and armed forces.
Accordingly, commune-level civil servants who have graduated with training levels according to the standards of professional qualifications and skills according to regulations will have regular salary increase regimes, early salary increase regimes, and extend the salary increase period according to the Government's regulations on salary regimes for cadres, civil servants, public employees and armed forces.
For civil servants who are Commanders of the Commune-level Military Command, in addition to the above standards, they must also be able to coordinate with units of the People's Army, People's Public Security and other forces in the area to participate in building a national defense, performing civil defense tasks; maintaining security, politics, social order and safety, protecting the Party, government, State assets and protecting people's lives and property.
