On August 17, in Hanoi, the University of Trade Unions in coordination with the Thanh Hoa Provincial Labor Federation organized a scientific seminar "Improving the quality of grassroots trade union officials to meet new requirements - Issues raised and solutions".
The seminar was attended by Vice President of the Vietnam General Confederation of Labor - Nguyen Xuan Hung, along with leaders of departments under the General Confederation, Labor Federations of Ninh Binh, Bac Ninh, Thanh Hoa provinces, representatives of trade unions of industries, corporations, general corporations and scientists, lecturers, and trade union officials.
Officials are the decisive factor in grassroots trade union activities
Speaking at the seminar, Vice President of the Vietnam General Confederation of Labor Nguyen Xuan Hung emphasized that in the process of implementing the Resolution of the XIV Vietnam Trade Union Congress, improving the quality of the contingent of trade union officials, especially full-time officials and grassroots Trade Union Presidents, is one of the two important breakthroughs.
According to Vice Chairman Nguyen Xuan Hung, all policies of the Trade Union organization that want to go into life must go through a team of officials. The quality of grassroots trade union activities therefore depends greatly on the capacity, bravery and responsibility of officials.
The effectiveness of trade union activities needs to be shown through the trust of union members, the ability to solve problems of workers, the quality of dialogue, negotiation and collective labor agreements.
In the context of digital transformation, green transformation, artificial intelligence (AI) and new job models are strongly impacting the labor market, the requirements for trade union officials are increasingly high.
Therefore, the more streamlined the apparatus, the more professional and responsible cadres must be, capable of using data and applying technology. Representative, dialogue, negotiation and situation handling capacity also need to be improved to meet practical requirements.

Vice Chairman Nguyen Xuan Hung proposed that the seminar focus on clarifying 3 groups of issues: Identifying core competencies and specific competencies according to each industry and field; innovating training content and methods in the direction of developing task performance capacity; building a mechanism to monitor and evaluate post-training results, taking changes at the grassroots level as a measure.
Trade Union University needs to study the shift from knowledge transfer to action capacity development; from a common training program to training according to titles, job positions and industry characteristics; from monolithic teaching to integrated situation approach.
At the same time, shifting from year-end assessment to assessment using practical products and results applied after training; building a training ecosystem with coordination between schools, trade union levels and businesses.
Starting from practical requirements
At the discussion session "From Resolution to Action Capacity", delegates focused on analyzing new requirements for grassroots trade union officials according to each industry, field and locality.
Mr. Nguyen Hai Long - Chairman of the Ninh Binh Provincial Labor Federation, outlined solutions to improve the quality of trade union officials in the locality. Mr. Pham Hoai Phuong - Chairman of the Vietnam Construction Trade Union, mentioned the requirement to gather workers at construction sites.

Meanwhile, Mr. Nguyen Manh Kha - Chairman of the Trade Union of Vietnam National Industry - Energy Group said that grassroots trade union officials need to have bravery, professionalism and cooperation, not confrontation, building a professional and creative working environment to ensure safety and comprehensive care for workers.
The goal is to build a team of trade union officials with bravery, enthusiasm, and practical capacity; close to workers, understanding businesses, good at dialogue, firmly grasping the law and proficient in technology.
Vice Chairman Nguyen Xuan Hung emphasized that trade union officials need to promote the spirit of "daring to think, daring to do, daring to take responsibility", contributing to improving the effectiveness of representation, building harmonious, stable, and progressive labor relations.
