Article 28 of the 2025 Law on Employment stipulates that enterprises are granted a business service operation license when they have facilities and personnel that meet the requirements for business services, have deposited and must maintain these conditions throughout their operations.
The 2025 Law on Employment adds the standard of "must maintain these conditions throughout the operation process" not only invest to meet the above standards to be granted an operating license.
In addition, the 2025 Law on Employment also stipulates that enterprises operating employment services can only establish branches when the branch has facilities that meet the requirements of employment service activities as prescribed above.
In addition, according to Clause 1, Article 33 of the 2025 Law on Employment, employees pay unemployment insurance at a maximum of 1% of monthly salary, employers pay a maximum of 1% of monthly salary fund of employees participating in unemployment insurance, the state supports a maximum of 1% of monthly salary fund for unemployment insurance.
To encourage businesses to recruit disabled workers, Article 33 of the 2025 Law on Employment also stipulates that employers are entitled to a reduction in unemployment insurance contributions under the responsibility of employers to pay to employees with disabilities. The reduction period is not more than 12 months when recruiting new and using disabled workers.
The Law on Employment was passed by the 15th National Assembly, 9th Session on June 16, 2025, officially taking effect from January 1, 2026.
