Therefore, the latest Decree on the basic salary coefficient of cadres and civil servants is Decree 204/2004/ND-CP, amended by the Decrees:
- Decree 117/2016/ND-CP
- Decree 17/2013/ND-CP
- Decree 14/2012/ND-CP
- Decree 76/2009/ND-CP
Subjects applying the basic salary coefficient in 2025
According to Article 2 of Decree 204/2004/ND-CP, this Decree applies to cadres, civil servants, public employees and subjects of the armed forces, including:
- State leadership positions and professional titles of the Court and Procuracy sectors specified in the position salary table and position allowance table issued with Resolution 730/2004/NQ-UBTVQH11.
- positions elected to hold positions according to the term of the People's Committee of provinces and centrally run cities, districts, towns and cities under the province.
- Civil servants in state agencies.
- Officials in State public service units.
- Cadres, civil servants, and public employees on the state payroll and receiving salaries according to the salary table prescribed by the State are sent to work at associations, non-governmental organizations, projects, and international agencies and organizations located in Vietnam.
- full-time cadres and civil servants in communes, wards and towns.
- People working in cryptography in cryptographic organizations.
- Officers, professional soldiers, non-commissioned officers, soldiers, and workers in agencies and units of the armed forces.
