Based on Article 6 of Decree No. 154/2025/ND-CP stipulating the policy of early retirement as follows:
Subjects who are still within 2 years to 5 years of retirement age specified in Appendix II issued with Decree No. 135/2020/ND-CP and have sufficient working time with compulsory social insurance contributions to receive pensions according to the provisions of the law on social insurance, including 15 years or more of working in heavy, hazardous, or especially heavy, hazardous, or dangerous professions and jobs on the list issued by the Government agency performing state management functions on labor or having 15 years or more working in areas with particularly difficult socio-economic conditions issued by the Government agency performing state management functions on labor, including the time working in places with regional allowances with a coefficient of 0.7 or higher before January 1, 2021, in addition to enjoying pension benefits according to the provisions of the law on social insurance, are also entitled to the following regimes:
No pension rate deduction due to early retirement;
Be entitled to an allowance of 5 months of current salary for each year of early retirement compared to the retirement age specified in Appendix II issued together with Decree No. 135/2020/ND-CP;
Being subsidized according to the working time with compulsory social insurance contributions as follows:
For those who have worked for 20 years with compulsory social insurance contributions or more, the first 20 years of working with compulsory social insurance contributions are entitled to a 5-month current salary allowance; for the remaining years (from the 21st year onwards), each year is entitled to an allowance equal to 0.5 months of current salary.
For those who have from 15 years to less than 20 years of working with compulsory social insurance contributions, they are entitled to a 5-month allowance for their current salary.
- Subjects who are still within 2 years to 5 years of retirement age specified in Appendix I issued together with Decree No. 135/2020/ND-CP and have sufficient working time with compulsory social insurance contributions to receive pensions according to the provisions of social insurance law, in addition to enjoying retirement benefits according to the provisions of social insurance law, are also entitled to the following benefits:
- Not subject to pension rate deduction due to early retirement;
- Be entitled to an allowance of 5 months of current salary for each year of early retirement compared to the retirement age specified in Appendix I issued together with Decree No. 135/2020/ND-CP.
- Being subsidized according to the working time with compulsory social insurance contributions as follows:

Subjects who are under 2 years old to retirement age specified in Appendix II issued together with Decree No. 135/2020/ND-CP and have sufficient working time with compulsory social insurance contributions to receive pensions according to the provisions of the law on social insurance, including 15 years of working in heavy, hazardous, dangerous or especially heavy, hazardous, dangerous professions and jobs on the list issued by the Government agency performing state management functions on labor or having enough 15 years of working in areas with particularly difficult socio-economic conditions issued by the Government agency performing state management functions on labor, including the working time in places with regional allowances with a coefficient of 0.7 or higher before January 1, 2021, are entitled to pension benefits according to the provisions of the law on social insurance and are not subject to pension rate deductions due to early retirement.
Subjects who are under 2 years old to retirement age specified in Appendix I issued together with Decree No. 135/2020/ND-CP and have sufficient working time with compulsory social insurance contributions to receive pensions according to the provisions of the law on social insurance are entitled to pension benefits according to the provisions of the law on social insurance and are not deducted from the pension rate due to early retirement.
Based on the above regulations, readers born in September 1974, paying social insurance for 31 years of working in normal conditions, readers can retire early according to Decree No. 154/2024/ND-CP in June 2029 onwards.
