The Ministry of Home Affairs will continue to advise on arranging and streamlining the internal organization of ministries, branches, localities, and public non-business units.

The Government has issued Resolution No. 105/NQ-CP promulgating an action program to implement Conclusion No. 210-KL/TW of the 13th Party Central Committee on continuing to build and complete the organizational structure of the political system in the coming time (Program).

Regarding the arrangement of the organizational structure of state agencies, Resolution No. 105/NQ-CP requires ministries, ministerial-level agencies, and People's Committees of provinces and cities to continue to review and streamline organizations within agencies, organizations, and units under their management, ensuring the requirements of being streamlined, compact, and strong.

Continue to review and improve regulations on functions, tasks and organizational structure of agencies, units, and organizations under management.

In the appendix issued with the Resolution, the Ministry of Home Affairs is assigned to coordinate with ministries, ministerial-level agencies, and People's Committees of provinces and centrally-run cities to monitor and summarize the arrangement of public non-business units of ministries, ministerial-level agencies, and localities according to the direction of competent authorities.

Previously, at the 3rd Conference of the Executive Committee of the Party Committee of the Ministry of Home Affairs, term 2025 - 2030, Minister of Home Affairs Do Thanh Binh stated clearly that the tasks in the second quarter of 2026 are very heavy.

Regarding institution building, Minister Do Thanh Binh mentioned the task of building 5 draft laws and 1 ordinance, notably the draft Law amending and supplementing a number of articles of the Law on Emulation and Commendation, the draft Law amending and supplementing a number of articles of the Law on Social Insurance... and 2 projects to report to the Politburo and the Secretariat.

In the coming time, the Ministry of Home Affairs must continue to advise on arranging and streamlining the internal organization of the Ministry, localities, and public non-business units; advise, propose, and evaluate after 1 year of operating the local government at 2 levels" - the Minister suggested.

Along with that, urgently develop a outline to seek opinions from competent authorities, then send it to localities for summarization; establish an inspection team to support localities to accelerate the implementation of this content as well as the quality assessment of commune and ward officials and civil servants.
