Ministry of Home Affairs guides the classification of retired civil servants in the year

Before readers' questions about regulations on evaluating and ranking retired civil servants in the year, the Ministry of Home Affairs has specific instructions.

Ms. Hoang Thi Le (name of the character changed) requested functional agencies to guide the implementation of evaluating and ranking the quality of public employees according to the provisions of Decree No. 90/2020/ND-CP dated August 13, 2020 of the Government on evaluating and ranking the quality of cadres, civil servants, and public employees.

Ms. Le wondered whether civil servants who have retired in the year are subject to quality assessment and classification according to this decree or not.

In addition, she also raised the case of civil servants retiring before the time of organizing year-end assessment and classification but having worked during the year, whether they will be included in the quality assessment and classification area or not.

She hopes to receive specific guidance so that the unit has a basis for implementing it in accordance with regulations.

Regarding Ms. Le's question, the Ministry of Home Affairs has responded on the Electronic Information Portal.

According to the provisions of Decree No. 90/2020/ND-CP, cadres, civil servants, and public employees who retire and do not participate in work according to the provisions of law in the year from 3 months to less than 6 months will still be evaluated but will not be classified as having completed their tasks well or higher.

The principle of evaluating and ranking the quality of cadres, civil servants, and public employees also requires ensuring objectivity, fairness, and accuracy; not leniency, retaliation, bias, or formalism; ensuring the correct authority to manage and evaluate cadres, civil servants, and public employees.

The evaluation and classification of quality must be based on the assigned responsibilities and tasks and the results of task implementation, expressed through specific work and products; for cadres, civil servants, and leading and managing public employees, it must be linked to the results of task implementation of agencies, organizations, and units assigned to manage and be in charge.

Cadres, civil servants, and public employees whose working time in the year is not enough 6 months, do not conduct quality assessment and classification but must still review their working time in the year, except for cases of maternity leave.

Officials, civil servants, and public employees taking maternity leave according to the provisions of law, the quality classification result in the year is the quality classification result of the actual working time of that year.

The results of evaluating and ranking the quality of cadres, civil servants, and public employees according to the provisions of this Decree are used as a basis for articulation in evaluating and ranking the quality of party members.

In case of any problems, please contact the local authorities for guidance on resolving them according to the decentralization of public employee management" - the Ministry of Home Affairs said.
