The Law on Social Insurance 2024 (effective from 1.7.2025) has increased the benefits of workers by expanding the subjects participating in compulsory social insurance for 5 groups:
Business households of business households with business registration; amateur activists at the commune level, village and residential group; employees working without full time; business managers, controllers ... do not receive salaries; Other subjects that have jobs and stable income, often on the basis of the Government's proposal in accordance with the socio -economic development conditions in each period of reporting to the Standing Committee of the National Assembly decided.
Mr. Pham Truong Giang - Director of the Department of Social Insurance said that currently, business households, part -time operating people in villages, residential quarters ... have not been able to participate in compulsory social insurance. When the Law on Social Insurance 2024 takes effect, the state budget will spend to participate in compulsory social insurance for them.
"In addition, the employee does not have time, business managers ... All of these subjects will be supported to participate in compulsory social insurance to have the opportunity to enjoy pension" - Mr. Giang said.
As expected of the Department of Social Insurance (Ministry of Labor, War Invalids and Social Affairs), the business owner has about 2 million households; The current number of non -specialized people at commune level is only entitled to 2 regimes, in the coming time will enjoy 5 modes, expected to be about 86,000 people.
The part -time activists at the commune level are entitled to fully enjoy the compulsory social insurance regimes instead of only two regimes: retirement and death as the current law.
For amateur activists in the village, the residential group, except for those who have enjoyed pensions and work in the residential group, there are about 270,000 people.
Currently, according to Decree 33/2023/ND-CP, amateur operator in the village, the residential group has no more than 3 titles, including: Party cell secretary; Village head or head of the residential group; Head of Front Task Force.
