Article 7 of the Law on Forces Participating in Security and Order Protection at the Grassroots Level in 2023 stipulates as follows:
Support for grasping the situation of security and order
1. Support the Commune-level Police to grasp the situation of violations of the law on security, order, social evils, and domestic violence in the area under their charge through people's information sources and mass media according to the instructions of the Commune-level Police.
2. When detecting and receiving information about violations of the law on security, order, social evils, and domestic violence in the area under their management, they must immediately report to the commune-level police; be present at the scene of the incident to perform tasks according to the requirements and instructions of the commune-level police; promptly prevent acts of violation, threats to violate the lives, health, and property of individuals and organizations within the conditions and capabilities permitted and in accordance with the provisions of law.
Accordingly, the forces participating in protecting security and order at the grassroots level have the task of supporting the Commune-level Police to grasp the security and order situation in the area according to the above regulations.
In addition, the forces participating in protecting security and order at the grassroots level also support the Commune-level Police in propagating and disseminating policies and laws on security and order and building and replicating advanced models and typical examples in the movement of the whole people protecting national security.
Support the Commune-level Police to grasp information about the activities of business establishments in industries and professions with conditions for security and order in the area under their charge. In case of direct detection or receipt of information violating the law, they must immediately report to the Commune-level Police for direct management.
Support the Commune-level Police to mobilize and educate people who have committed violations of the law and are residing at the facility; support the Commune-level Police to patrol, prevent and detect violations of the law on security and order in the area under their charge; support the Commune-level Police to guide, direct traffic flow and resolve traffic congestion when mobilized...
