On June 12, the National Assembly issued Resolution No. 202/2025/QH15 on the arrangement of provincial-level administrative units, including the merger of Hai Duong province and Hai Phong city. After the merger, it is expected that about 2,600 cadres, civil servants, public employees, and workers of Hai Duong province will move to work in Hai Phong City. According to a preliminary survey, about 1,400 people need to regularly travel by public transport in the morning and evening; more than 700 people travel infrequently (from 3 times/week and less)...
Leaders of Hai Phong City and Hai Duong Province exchanged and discussed to agree on solutions related to investment in connecting transportation, housing and means to support Hai Duong officials to move to Hai Phong to serve their work.
Regarding traffic connectivity, in the immediate period, Hai Phong prioritizes research and investment in renovating and expanding a number of important traffic routes connecting the two localities, such as: National Highway 5, Quang Thanh Bridge, Provincial Road 352 through Dinh Bridge... (currently, Hai Duong is implementing a number of traffic renovation projects on these routes). In the long term, the leaders of both localities believe that it is necessary to invest in a 23.5km main traffic route, connecting from Ring Road 1 (Hai Duong) to the intersection of Nguyen Truong To Street (National Highway 10, Hai Phong).
The leaders of the two localities also agreed to support transportation for Hai Duong officials to transfer to Hai Phong. Proposed support options include using a train to take staff from Hai Duong City to Thuong Ly Station (Hai Phong), then traveling by car to Hai Phong Political - Administrative Center; building a fixed bus route connecting Hai Duong - Thuy Nguyen - Hai Phong or car contracts along National Highway 5, National Highway 17B or Hanoi - Hai Phong Expressway.
Regarding housing support for Hai Duong province's officials to work in Hai Phong after the merger, Chairman of the City People's Committee Nguyen Van Tung commented in Document 2881/VP-QH, requesting Thai - Holding Joint Stock Company to arrange 1 Block (about more than 400 apartments) in the Social Housing Project at Lac Vien General warehouse 3 (No. 142 Le Lai, Ngo Quyen district) for Hai Duong officials to rent for a period of 2-3 years. At the same time, it is recommended that CRV Real Estate Group Joint Stock Company soon start construction of apartment buildings combined with commercial services (33-storey building) on plots of land from HH1 to HH4 in the extended Do Muoi Street area and when opening for sale, prioritize for Hai Duong's staff.
