At the recent thematic session, the People's Council of Hai Duong province passed a resolution to stop the policy of additional support for commune-level cadres, civil servants and part-time workers who retire early or quit their jobs due to surplus when rearranging administrative units.
This policy was issued by the province at the end of 2023, to provide additional support for cases of job loss due to streamlining the apparatus at the commune level in the period of 2023-2025. The province's additional support in addition to the general regimes of the Central Government has contributed to removing difficulties and facilitating the arrangement and consolidation of the grassroots apparatus.
However, in April 2025, the Central Government issued new regulations on the arrangement of administrative units at all levels in the next phase. Including the content of abolishing the validity of previous documents - which was the legal basis for Hai Duong province to develop its own support policy.
In the spirit of complying with the regulations of the Central Government and ensuring consistency in the legal system, the Hai Duong Provincial People's Council has decided to terminate the above additional support policy from June 10, 2025.
Thus, from this time onwards, cadres, civil servants and part-time workers at the commune level in Hai Duong who retire early or quit their jobs due to surplus will only enjoy the regimes according to the general regulations of the State, and will no longer receive additional support from the provincial budget as before.
