The report of the Executive Committee of the Ba Na Commune Trade Union at the Congress said: The Ba Na Commune Trade Union was assigned by the Da Nang City Labor Federation to manage nearly 2,500 union members in 3 communes, including 3/24 grassroots unions over 200 union members and 5/24 grassroots unions with 10 union members or less.
In general, the team of workers and laborers in the area are mostly young, dynamic workers with a sense of responsibility and a sense of compliance with good labor discipline.
A part of workers have been trained in vocational skills, have relatively solid skills, and meet the production and business requirements of enterprises, especially at large units such as Ba Na Cable Car Joint Stock Company, Ba Na Suoi Nam Golf Course Joint Stock Company, BANA Cable Car Service Joint Stock Company - France DL and BT Resort Area Industrial Park, Vietnam - Japan Paper Materials Production Company Limited...
In addition, the State's policies and the attention of all levels and sectors have gradually improved the quality of human resources through vocational training programs, skill training, creating conditions for workers to access stable job opportunities and increase income.
However, the quality of labor still has limitations worth paying attention to. The rate of workers with full training with degrees and certificates is still low; vocational skills, especially soft skills and industrial style are not really even.
In small and medium-sized enterprises, workers still lack the opportunity to access systematic training, mainly working based on experience, leading to limited productivity and adaptability to new technology.
The lives of a part of workers, especially imported workers or working in small grassroots unions with less than 10 union members, and workers in independent preschool groups are still difficult and unstable for a long time.
In particular, a part of the labor force in non-state enterprises is seasonal workers, idle workers, untrained, unable to learn about the law, have little attention to politics, industrial style, labor discipline, limited vocational skills, and have not yet adapted to the digital transformation policy, rapid changes in information technology and the development of society.
Lessons learned after more than 3 months of operation
According to the Executive Committee of the Ba Na Commune Trade Union, in practice, after more than 3 months of monitoring and supervising activities in the 3 communes with the characteristics of uneven scale and number of union members, the Ba Na Commune Trade Union has drawn valuable experiences.
First, to effectively implement trade union activities, special attention should be paid to building a close and harmonious coordination relationship with Party committees, authorities and unions in each commune.
Through regular information exchange, timely feedback and solution proposals, the union has attracted attention and support in terms of policies, resources and conditions to organize practical activities for union members and workers.
The lesson learned is to be flexible, promote the role of a bridge, create consensus among all parties, thereby ensuring unity, synchronization but still suitable for the characteristics of each locality.
Second, it is necessary to attach importance to propaganda, mobilization, and promotion of the role of union members and workers, especially in the period of transition to the organizational model, thereby creating consensus and strengthening trust in the Trade Union organization. Pay attention to building and fostering a team of grassroots union cadres with capacity, skills and enthusiasm, because this is a factor that determines the quality of activities.
Third, focus on selecting content and methods of operation suitable to the actual conditions of each locality, ensuring practicality, effectiveness, avoiding forms and spreading. Regularly review, summarize, promptly learn from experience and replicate good models and effective methods, thereby gradually improving the quality, reputation and position of the Trade Union organization at the grassroots level.
