On October 10, according to information from the State Treasury of Region XI, by October 9, 2025, Nghe An has completed the payment of benefits for cadres who have quit their jobs and retired before the age according to Decree 178/2024/ND-CP and Decree 67/2025/ND-CP, ensuring the deadline and regulations.
Immediately after the Government issued Decree 178, Nghe An Department of Home Affairs issued Instruction 352/HD-SNV dated February 17, 2025, implementing the organization arrangement, streamlining the payroll, and resolving the regime for cadres, civil servants, and public employees. The unit mobilized human resources to work all day to appraise the documents, not to let the wrong subjects or delay payment.
As of October 3, 2025, the Department of Home Affairs has approved 2,398 non-professional workers and 26 civil servants and public employees to retire according to Decree 154/2025/ND-CP with a total estimated budget of more than 412 billion VND.
To ensure spending sources, Nghe An Department of Finance has compiled, balanced the budget and directed departments to complete the dossier to submit to the State Treasury of Region XI before October 10, 2025. Although there has been no support from the Central Government, the province has proactively allocated funds for salary reform to promptly pay.
By the end of October 9, 2025, the State Treasury of Region XI had disbursed VND 3,886.831 billion to 3,500 beneficiaries. Of which, the central budget paid VND1,138.609 billion to 770 people; the local budget paid VND2,748.222 billion to 2,730 people.
