Determining those who are given priority in selecting district-level civil servants is based on the provisions of the Law on Cadres and Civil Servants 2008 and related decrees.

Article 38 of the 2008 Law on Cadres and Civil Servants stipulates as follows:

Principles of civil servant recruitment

1. Ensure publicity, transparency, objectivity and compliance with the law.

2. Ensuring competitiveness.

3. Recruit the right person to meet the requirements of the task and job position.

4. Prioritize the selection of talented people, people with meritorious services to the country, and ethnic minorities.

Accordingly, based on the above regulations, when recruiting district-level civil servants, priority will be given to selecting talented people, people with meritorious services to the country, and ethnic minorities.

Article 5 of Decree 138/2020/ND-CP, supplemented by Clause 2, Article 1 of Decree 116/2024/ND-CP (effective from September 17, 2024) is as follows:

Priority in civil servant recruitment

1. Subjects and priority points in entrance exams or admissions:

a) Heroes of the Armed Forces, Heroes of Labor, War Invalids, and people enjoying policies like war invalids and war invalids of type B: Add 7.5 points to the results of round 2;

b) Ethnic minorities, military officers, police officers, demobilized soldiers, people working in key positions transferred to other sectors, graduates of reserve officer training, graduates of training for commanders of military commands at the commune level of the grassroots military sector who are conferred the rank of reserve officers who have registered as reserve officers, children of martyrs, children of war invalids, children of sick soldiers, children of people enjoying policies such as war invalids, children of type B war invalids, children of resistance fighters infected with toxic chemicals, children of Heroes of the Armed Forces, children of Heroes of Labor: 5 points will be added to the results of round 2;

c) People who have completed their military service, their service in the People's Public Security, and youth volunteer soldiers: 2.5 points will be added to the results of round 2.

d) Trade union cadres who have grown up from the grassroots level, in the workers' movement according to the regulations of competent authorities: 1.5 points will be added to the results of round 2".

2. In case the candidate takes the exam or is considered for admission in many priority areas specified in Clause 1 of this Article, only the highest priority point will be added to the results of round 2.
