Prolonged unpaid wages
Nghe An Dermatology Hospital was established in September 2019 on the basis of upgrading the Nghe An Anti-Ongrology - Dermatology Center; is a Grade 3 hospital, a provincial-level specialty under the Nghe An Provincial Department of Health; a group 2 autonomous unit. The hospital currently has 41 staff and civil servants, including 33 permanent staff and 8 seconded staff. Since its operation, the hospital has continuously encountered difficulties, not collecting enough to cover expenses, leading to unpaid wages to employees. To date, 33 local officials of the hospital have been owed salaries for up to 11 months. This directly affects the lives of the medical team, causing them many difficulties in maintaining their activities and working spirit. The hospital currently has no Director, Deputy Director, Chief Accountant; difficulties and shortages of medical equipment and supplies.
In the context of poor patient care and treatment, the hospital does not have enough revenue to cover operating costs. In particular, the hospital's interruption in signing health insurance medical examination and treatment contracts has caused a situation of late payment and a shortage of funding sources. obstructors in accounting and financial management, along with the unarranged organizational system, have caused the hospital to fall into a vicious cycle, undermining the reputation and quality of medical examination and treatment services.
Wishing to maintain and develop the hospital
According to the Nghe An Provincial Department of Health, the demand for dermatological examination and treatment of the people is increasing, and non-public dermatological clinics are springing up more and more. Maintaining and developing a public dermatological hospital at the provincial level not only meets the health needs of the people of Nghe An province, but also contributes to reducing the burden on upper-level medical facilities. The leaders of the Nghe An provincial health sector affirmed their desire to keep the hospital to continue to carry out the mission of protecting and caring for people's health, especially when the state has invested heavily in infrastructure, medical equipment and human resources.
Faced with unpaid wages, budget shortages and the risk of shutting down operations, Nghe An Provincial Department of Health has implemented solutions to "rescue" the Dermatology Hospital such as transferring Mr. Tran Minh Tue, Deputy Director of the Department of Health, to directly manage, direct and unify the hospital's operations. This is an important step to quickly stabilize the management apparatus, ensuring transparency and efficiency in operation. The chief accountant of the Department of Health was also transferred to the hospital to be in charge of accounting, reviewing outstanding debts, checking cash flow, and at the same time developing a financial restructuring plan, aiming to use resources more effectively.
The Department of Health has been actively working with Nghe An Provincial Social Insurance to soon re-sign the health insurance medical examination and treatment contract for the hospital. This move helps ensure the rights of patients, while bringing in a stable source of income, supporting the payment of salaries for staff and employees.
Nghe An Dermatology Hospital currently needs a strong enough financial source to cover regular activities, especially paying salaries to employees. In case the difficulty persists for too long, when the unit cannot maintain it itself or is at risk of not being able to develop it, the Nghe An Provincial Department of Health will report to the Provincial Party Committee and the Provincial People's Committee to have a direction to direct and resolve it completely.
According to Deputy Director of Nghe An Provincial Department of Health Tran Minh Tue, with the cooperation of authorities at all levels, hopefully, as soon as possible, Nghe An Dermatology Hospital will restore operations, stabilize the financial situation, and become a reliable destination for people in the field of dermatology examination and treatment.
